The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Local man arrested after suspicious fax (Athens, Ohio)

A Nelsonville man was arrested on an intimidation charge Wednesday after he allegedly sent a fax message to Athens County Municipal Court, suggesting that the court would be a place to find information on constructing a "thermo-atomic device."

Ameil Steve Weller, 35, of West Columbus Street in Nelsonville, was arrested after the fax was traced to his machine, and has been placed in jail in lieu of $100,000 bond.

Weller's fax allegedly also contained racial slurs, according to a press release from the Athens County Prosecutor's Office.

The release states that Weller was in the local municipal court last month on a littering charge. He also, however, has a 1993 conviction in Florida for making dangerous devices, and a 1994 conviction in the same state for possessing dangerous devices, according to the prosecutor.

Officers allegedly seized items from Weller including a federal flight regulations manual, a pilot's manual, instructions for manufacturing chemicals, and a New York City map.

The FBI has been advised of the case. Weller is scheduled for a preliminary hearing Friday.

Al-Qaida scouts work in U.S., officials say
FBI has opened several hundred investigations; terrorists reportedly using non-Arab recruits.

Washington - Al-Qaida allies are believed to be scouting U.S. targets in several states, and the terror organization is using non-Arabic recruits to avoid detection, U.S. law enforcement and intelligence officials say.

The FBI has counterterrorism investigations in virtually all 56 of its field offices but has not broken up a known surveillance cell, either because agents are tailing suspects who have not committed crimes or because they have descriptions but not identities.

It is unclear how many al-Qaida scouts are in the United States.

"The FBI has their eye on or has opened several hundred investigations of people sympathetic to or supportive of al-Qaida," Homeland Security Secretary Tom Ridge said. "If we knew somebody was here as an operative - and we knew who they were or where they were - they wouldn't be on the street."

Information about active cells came from Ridge and three intelligence and law enforcement officials who would not speak for attribution because such information is classified.

One of the three, a senior U.S. intelligence official, responded to criticism that the Bush administration raised the terrorism threat level based on new information about surveillance done by al-Qaida several years ago. The official said the cells:

* Have been in the United States off and on since the early 1990s, and some are still here.

* Are focused primarily, though not exclusively, on the two coasts in states such as New York, New Jersey, Delaware, Virginia, Michigan and California.

* Operate under deep cover, sometimes hiding their Muslim faith by posing as Christians.

* Are isolated from each other and from al-Qaida members who would carry out attacks.

Counterterrorism officials have learned about suspected surveillance by terrorist sympathizers by intercepting communications, interrogating captives and exploiting seized documents and computers.

Over the past month, border agents from Arizona and Texas have anonymously reported recent encounters with dozens of Arab men, who have made their way across the 2,000-mile Mexican border.

Patrol agents told one Arizona newspaper that 77 males "of Middle Eastern descent" were apprehended in June in two separate incidents. All were trekking through the Chiricahua mountains and are believed to have been part of a larger group of illegal immigrants. Many were released pending immigration hearings. According to Solomon Ortiz, the Congressman for Corpus Christi in Texas, similar incidents are "happening all over the place. It's very, very scary".

The two groups of Arab males were discovered by patrol guards from Willcox, Arizona. "These guys didn't speak Spanish," said one field agent, "and they were speaking to each other in Arabic. It's ridiculous that we don't take this more seriously. We're told not to say a thing to the media." A colleague told the paper: "All the men had brand-new clothing and the exact same cut of moustache." Local ranchers have also reported a rise in the sightings of large groups of young males.....

"My concern is, are we serious about terrorism?" said Sheriff Jernigan. "Or about homeland security? Because we're turning loose non-Mexicans by the thousands. Entering this country illegally is a crime, and we're turning our heads and ignoring it."

One more interesting article here, from a Scottish paper. They've got problems there too.

How safe are we from the terrorists within?

The concerns of most of us, however, in the post 9/11 world are rather more practical than cerebral. On being told that 20 of the 82 people on a hit-list of al-Qaeda terrorist suspects live in Scotland, many people want less intellectual argument about whether or not America is an imperial Soddom and Gomorrah and more analysis as to whether our laws are up to protecting us from any harm that these alleged terrorists might be planning. ...

We certainly live in strange times when those suspected of being the enemy within are, if arrested, heralded as greater martyrs than those who jumped to their deaths from the World Trade Centre, and when the arguments of human-rights lawyers can dismiss painstaking operations by the police and security services as so much chaff in the wind.

Well JP, if the huge Russian newspaper PRAVDA features a story on this guy, then perhaps it deserves some sort of scrutiny.

We don't know who he really is, but IMHO some who lurk and occasionally post on this Thread do (and those people are as frightening as that guy himself).

Good shooting. I am not as professional as you guys are. We have shooting ranges taken care of by the state. They are just an opening in the mountains with everything marked off and a place to put your targets and it is FREE!

I have a blast when friends and family come up from Atlanta with there 9mm and .45. I beat them every time with my .22. They all say "I want stopping power" and I tell them "when I hit them in the eye I believe it will stop them."

I encourage all women to learn to shoot. It's FUN! Hint for first time shooters, I started out with an air gun.

Interesting observation. A couple bandits accosted a couple in South America about 4 years ago. Dumb move. The guy in the car was an Olympic speed shooter. The bandits died of shots through the eye with a .22 cal pistol.

My first thought, could it be they choose names that are
words that are known to them?

When i retired, a move was a thought, and I would not have
chosen a name that I didn't like.

Cedar City, Utah was considered. City of Industry, Calif,
would never have gotten a first look.

If I was nuts, I would want to be the ruler of Athens, not
Nelsonville.

I love it! Some of the sniper site's are now saying the best sniper gun is now a .22.

My last purchase was a Rossi shotgun/22LR Matched Barrels( I think I am saying that right). It is sweet! FRIST shot my husband said you missed the whole target, we went to look, dead center.
