Yes.

But history has deemed him to be perhaps the greatest Prime Minister Britain ever had and his successor, Clement Attlee, when he is remembered at all, is remembered as the chief dismantler of the Empire and the man who kept Britons on ration cards six years after WWII ended.

Right, Mr. Jeeves, but you must remember that the war was over by then. The British people had six long, hard years of war and deprivations. Their enemies were defeated, and they turned to something that at least looked like a bright tomorrow to them.
