FBI adds Touro College to extortion probe (sex-blackmail, gay guv, Torricelli connection)
STAR LEDGER ^ | 8/16/04 | JOSH MARGOLIN

Posted on 08/16/2004 5:29:51 AM PDT by Liz

(Touro's) board members include politically connected developer Charles Kushner, and other prominent New Jersey developers and businessmen.......and plans to build a medical school in Livingston and enlisted former Sen. Robert Torricelli as its consultant on that project........ Golan Cipel was helping Touro with its medical school plans, and now federal investigators have made Touro part of their probe into the sex-and-blackmail scandal that last week all but ended the political career of Gov. James E. McGreevey.

The FBI is reviewing allegations that Cipel's attorneys asked McGreevey's administration to help fast-track the Manhattan-based college's application to open what would be the only private medical school in New Jersey.

Touro's attorney yesterday said college officials "are confounded" by the allegations and disavowed any role in the scandal. "Those statements were never authorized and we were unaware of them until we read them in the newspapers," said the college's lawyer, Franklyn Snitow.

In addition to Cipel, the medical school plan has brought together Kushner and Torricelli, two other controversial figures in Democratic politics.

Kushner, who has been charged with obstructing a separate federal investigation, is a Touro board member. He also had arranged with Touro officials to largely bankroll the creation of the medical school in his hometown of Livingston and, in return, hoped to see the institution named after his mother, Rae, who recently died..................

Torricelli, who did not seek re-election after being admonished in an ethics scandal, is representing Touro in its push for a medical school. Snitow said Torricelli was enlisted as "we prepare ourselves to go through the process."

Torricelli aide Sean Jackson said Torricelli is "providing general advice, fund-raising strategy and advice about opening a medical school."

Touro College is 33 years old, with 29 campuses in New York, California, Moscow and Israel. .......then-Sen. Alfonse D'Amato (R-N.Y.) won $1 million in federal money to help Touro move its law school from the North Shore of Long Island to a new federal court complex that bears his name on the South Shore......

Oh my, all that federal tax money. The US Dept of Ed must also kick in a king's ransom to Touro. Then there's all that lovely Medicaid money for a medical school, and the extortion monies from the state to keeop Cipel quiet.

It does add up doesn't it?

EXCERPT Touro is no stranger either to politics, controversy or the headlines that go along with them. Less than a decade ago, the college got caught up in the messy divorce of then-Rep. Benjamin Gilman (R-N.Y.), who was the chairman of the House International Relations Committee. Gilman's estranged wife charged that she was given a consulting position with the college to reduce the congressman's alimony payments.

In 1994, the college's Pacific Community Institute was criticized by some members of Congress for lobbying efforts that benefited the junta that controls Myanmar,
the world's largest producer of illicit opium and heroin.

My father used to teach at Touro.

He says that it's the most corrupt institution he's ever seen - and he was a NYC Democrat campaign worker until 1980.

The most blatant abuse he saw was that hundreds, maybe thousands, of Jewish immigrants from the former USSR were enrolled in classes at Touro and applied for Pell Grants.

They never showed up for class, were just phantom students, but Touro collected all the government Pell Grant money as if they were actually teaching these people.

That's what prompted him to leave in disgust.

Clinton pardoned the four Hasidics from New Square who looted Pell grants of some $94M. The Hasidics who profess to be pro-life, anti-gay, etc, as a payoff to Clinton went on to vote pro-abortion, pro-gay Hillary into the US Senate.

I wonder of those Russian no-shows sucking up our tax dollars at Touro were involved in massive NY-based Russian organized crime involving billion dollar insurance and Medicaid ripoffs, staging phony auto accidents.

My son was at Touro for 2 semesters. He did get some grants for his studies as I remember. The classes were well taught and if we hadn't moved he would have continued on there.
I went there to help him enroll and it was a real school, not just some shell institution. (not to say this proves anything about your postulations...)

Well, I'm sure with all those tax dollars they were sucking up that they had an excellent staff and a great school.

It's too bad that other schools could not offer the same caliber of education as Touro.

But then other schools were not corrupt enough to ripoff Pell grants, or have Senators sucking up federal tax dollars for them (in exchange for hefty campaign donations).

When you're using your own money, it's hard to have the facilities that Touro has.

Using other people's money and ripping off the taxpayers makes it much, much easier.

Not likely. He'll probably land a $500,000 a year job as a lobbyist for gay rights groups.

I heard about this case a few days ago and have some speculative comments. I have a background in Russian Studies. Some Russian Jews are in the Russian Organized Crime structures. They do a lot of smart paper crimes that involve corruption of politicians. Some of these criminals are Jewish and get Israeli passports.

Cipel appears to be Russian Mafia. Lots of them are Israeli citizens--nothing against most good Israelis.

Cipel may have been extorting the governor who wanted to stay in the closet about his homosexuality.

Personally, I think these Russians are in Israel so they can sell weapons to terrorists in the Middle East and commit other crimes. Nick Berg--who got his head cut off in Iraq--was in business with an Iraqi who had ties to the Russian mafia in Philadelphia. This imigre claimed to have access to the White House and depicted himself as a patriot. Really he was in bed with these Russian gangsters. Unfortunately, a lot of them have Jewish names.

Interesting. Thanks for the insights.

These are closed communities so that outsiders are not privy to their activities until the feds nail them for committing crimes.

You say Cipel is Russian. Why? Because he was sucking up $110,000 tax dollars in a job for which he was unqualified and is now trying to blackmail the state of New Jersey?

He seesm to live very well for a guy without a job. That might be a clue, as well.

The complicated paper crime with the PEll grants to phantom Jews from Russia is classic Russian Organized Crime. At least somewhere in the former Soviet Union.

Did anyone ever read Gogol's Dead Souls or the Inspector General? These are Russian-style crimes.

I'm not disagreeing, just adding personal anecdotes.
As for the Russians and their doings:
I lived in a heavily Russian area in Brooklyn and became friendly with many of them. Most Jewish, and in any case, even if they weren't Jewish, they had some family member who was, (that's how they got out of Russia, because of the priority given to Jews)
So as for getting every possible dime out of the government of the USA they were ingenious! They even had this nightly TV show in Russian that openly explained all the possible programs and how to fill out the forms etc. I had this adorable old cleaning lady who would tell me that I should go to x office and fill our x form and then I'd get money! There was no shame at all, just like kind off free give-away!
A little more devious was the technique of the 'stopover in Israel' in order to take advantage of the generous mortgage and grants for new residents. So these Russians with dubious ties to the Jewish people (I think one out of four grandparents was enough!) would go to Israel, get all the monies possible, rent out or sell the house and quickly move to the States.
And this is all LEGAL stuff I'm writing about!

That's how they are. They think it is normal because in Russia it is. Cipel would probably be written Tsipel or Tsipel'zon (Tsipelson)in Russian.

I read a shot biography about Cipel. He appears to have grown up in Israel. His parents are there.

Some internet sites claim he is an Israeli Mossad agent, but I think these are anti-Jewish sites.

Personally, I think he is a con artist and an extortionist. But he wasn't given some little job--he was head of NJ Homeland Security. That is scary.

The crimes at the college of getting Pell money and taking it when the Jewish students didn't arrive from Russia sounds like a classic Russian Organized Crime scam. I think the FBI will know what to do about this.

It will be interesting to see what develops.

McGreevey is no Torricelli. He’s basically an idiot.

He’s going to be folding shirts in Rahway for 22 cents an hour, unless he finds himself living under an assumed name in Wyoming after putting The Torch in prison. But that’s not likely, as Bobby will have him suicided before then.

This one is going to get uglier and uglier. It's going to be fun to watch.

I predict that the case of the NJ governor's Head of Homeland Security and toyboy Cipel is really going to
get interesting. So stay tuned.

Cipel's name in Russian would be Tsipel or Tsipel'zon. He is some kind of gangster/con-man. He is Israeli but I think he is connected with Russian organized crime structures which are very active in Israel. Lots of Russians have Israeli passports. Many are Jewish--but I don't mean this as an aspersion on most Jews.

We also have the anthrax case heating up---also in NJ. They have caught a doctor named Berry who had an interest in anti-anthrax equipment that people could buy.

Speculating a bit, but wonder if there is any connection between Cipel and this Berry? Here is why.

This doctor Berry they are investigating re the anthrax had some financial interest in equipment that could protect people from anthrax. It was some
tent with an air pump to keep poison out. Perhaps his product would sell well if there was a "terrorist attack." He also organized conferences to educate people about the dangers of Anthrax. Perhaps he was just trying to
scare people into buying his tent?

And Cipel was involved with starting a medical school. Gee, what could criminals use that for??

I really wonder if these two New Jersey cases might be about to intersect. I am just speculating. Let's see what happens.

Remember the '2 year missile sting'that was in the Star Ledger April 2004?

The PAID FBI information Mohammed Habib Rehman is the one that had contacts in Russia and initiated the 'fake' missile delivery to finish the set up on Hemant Lakhani.

I am wondering if Cipel is somehow connected to the investigation of Dr. Berry, whom the FBI now is investigating for the Anthrax murders. Dr. Berry had forged a will so we know he is capable of criminal activity. He was also a pilot.

Dr. Berry had an elderly business partner in Danbury Connecticut. They made a machine that could blow air into a building to keep out WMD. If you keep the air- pressure high, stuff can't leak in. Now Danbury is just a stones throw from Oxford Connecticut where an elderly woman died of Anthrax. That was never explained.

This Dr. Berry is a forger. Here is a good short passage and link from an article about him. His properties in NY and NJ were searched.

"Edward Wicks, 81, of Danbury, Conn., who shares a patent with Berry for an invention that pumps air into contaminated buildings, was one who thought
Berry had powerful connections.

Berry told Wicks that he flew in his private twin-engine Cessna every other week to talk with former U.S. Sen. Sam Nunn and retired Adm. William J. Crowe, the former chairman of the Joint Chiefs of Staff."
http://pittsburghlive.com/x/tribune-review/trib/fayette/s_208277.html

This Dr. Berry may have been sending out anthrax so people would buy his machine. He organized conferences about WMD, too, but a reputable guy thought he had another agenda.

Begin quote:
"He kind of came out of nowhere," said Hauer, former director of public health preparedness for the federal Department of Health and Human Services. Hauer directed the New York Office of Emergency Management under Mayor Rudy Giuliani.

Hauer said he became concerned Tuesday when he noticed Berry's Web site listed him as participating in conferences Berry planned in 1997 and 1998 in
Philadelphia. Hauer said he never attended either conference.

"I was not comfortable with the conferences," Hauer said. "I felt there were other agendas for the conferences, and they were not regular training
conferences, so I never went." (same link as above)

I think this Dr. Berry is finally the anthrax guy. However, where did he get the anthrax?? I am only speculating, but maybe Cipel of NJ Homeland Security is involved? A lot is happening in NJ this past week. I wonder if we will ever hear what they have figured out.

Poor Nick Berg also partnered with an Iraqi from Philadelphia who was involved with the Russian mafia and cocaine but pretended to be a politically well-connected Iraqi patriot. The Iraqi (possibly Kurdish according to someone I know in that office) organization in Annandale, Virginia held conferences about how to take advantage of lucrative business opportunities in Iraq. Nick Berg drank the Kool-Aid. Old Edward Wicks was luckier.

These people are scary.......

They commit horrendous crimes with complete impunity. They control our politicians and our media. They are a threat to US national security and to our democracy. They have no conscience and are an affront to the standards and morals of Christian America.

We are subsidizing these criminals' entry into the US and end up paying through the nose for their crimes against inusurance cos, banks, and the looting of Medicaid, and education funds. A bunch of them were caught laundering money through high positions they held in major NYC banks.

We're even expected to sit still while they endanger our lives and liberties buying and selling missiles.

These lowlifes think most Americans fell off a turnip truck and can't figure out what they're up to. They harbor an elitist unmitigated contempt for America and our rule of law. It's time to refuse to let any more of them in, and toss out the ones that are here.

That might take time (/sarc). Our politicians are too busy fellating these hyphenates and pocketing the criminals' donations.

Abscam, the FBI sting. Maybe my perception is off; but I don't think this probe was ever finished. The political corruption and terrorist connections seemed to get worse since this 1980's sting.

1980: Stung!

By PAUL MICKLE / The Trentonian

On the afternoon of Feb. 2, 1980, two FBI agents showed up at the Washington home of one of the most powerful Democrats in America, Congressman Frank Thompson, and the political landscape of Greater Trenton was changed forever.

The agents told Trenton's own "Thompy" he was the target of a federal bribery investigation and that the Arab sheik who gave him a briefcase holding $45,000 four months earlier actually was an undercover G man.

By year's end, Trenton's representative in Congress would no longer be a veteran Democrat known for standing up for the working classes, but a 27-year-old Republican named Chris Smith who came out of the anti-abortion wing of the party.

Thompson had been watching his beloved Wake Forest University men's basketball team on television the day agents knocked at his home in the coveted Washington suburb of Alexandria. When asked about the game that evening, Thompy didn't know his alma mater had beaten Virginia 79-77.

The allegations were that worrisome and dumbfounding: Thompson had been told the FBI had videotapes of him and five other congressmen, including Sen. Harrison Williams of New Jersey, accepting money from either the phony sheik or his supposedly Arab representatives.

The next day, news about the FBI's "Abscam sting" was front page in Trenton and across the country. The stories told how other Jersey politicians Camden Mayor Angelo Errichetti, who was also a state senator, and state Sen. Joseph Maressa of Camden County, had set up Thompson to meet a sheik interested in building a casino in Atlantic City.

The stories said the affable Thompson had bragged to the bogus Arab bigwig that he had influence with a member of Jersey's new Casino Control Commission, lawyer Kenneth McDonald of Haddonfield, and would be able to help the businessman get a gaming license and land for a gambling hall.

After initially declining to comment on the allegations, Thompson issued statements denying any bribe and suggesting he met with the Arabs because he thought they'd generate jobs for Jersey.

A congressman since 1954 who had been close to sainted Jack Kennedy and had risen to the powerful post of House Democratic Whip, Thompson promised to contest the FBI charges in court and to fight for re-election.

Some observers thought he could win both battles. None other than New Jersey Attorney General Robert DelTufo, for instance, raised questions about the FBI's investigative tactics and admitted he had recommended dropping the case against Williams on the ground the senator had been illegally entrapped.

Trenton's old Democratic hands suggested Thompson could win the political battle more easily. Thompson, after all, was a darling of union members and other working people who
had helped JFK and LBJ push through civil rights legislation. Washington insiders had dubbed him the "liberal's liberal."

An unpretentious man who was frugal with his own money, if not tax dollars, Thompson liked it when Trentonians remarked about the holes in the elbows of his "lucky" tweed
sports jacket or the old cars he preferred to drive.

"And Thompy's staff for constituent services was phenomenal," a Thompson fan remarked last week. "If you lost your dog and called Thompy, he'd send out somebody to help you."

Still, in the weeks after the story first broke, America's newspapers and nightly television news reports were filled with new details of the probe.

And that didn't bode well for any politician involved.

Abscam was American political corruption at it most colorful, and it cast courtly Thompson
with some crude characters. The congressman from across the river in South Philadelphia, Rep. Michael Myers, became infamous for telling the phony sheiks what no pol would say with the news cameras rolling: "Money talks, bull - - walks."

Of course, the FBI cameras were rolling from behind a hidden mirror in a Washington townhouse where some of the money was passed to the congressmen. One room in the house was set up like a television studio, with a bank of video monitors.

One artist's rendering played on television showed what the money exchanges "might have" looked like. It showed FBI agents with video cameras behind a one-way mirror recording a meeting between two men in suits and another wearing a suit and traditional Arab headwear.

That spring, as Thompson counted all the letters of support he reported coming to his congressional office, Mercer County's Republicans were telling Jack Rafferty, Hamilton's gregarious mayor, that Thompson's congressional seat was his for the taking.

But Rafferty declined because his wife didn't want to move to Washington with the children, then aged 6 and 7, and he didn't want to become a weekend husband and father.

That left the GOP with boyish Chris Smith, whom the party had put up as a sacrificial lamb two years earlier when it could find no one else to challenge Thompy's bid for a 13th term in Congress.

Whatever Smith's electoral weaknesses, they didn't matter. On Nov. 4, Smith beat Thompson by 20,000 votes.

Days later, Thompson and another Congressman, Rep. John M. Murphy of Staten Island, went on trial in federal court in Brooklyn.

Their lawyers. argued that all wasn't what it appeared on the videotapes, that the congressmen dealt with the phony Arabs because they thought they would pump money into the economy.

On Dec. 2, Thompson was convicted of bribery and conspiracy and Murphy was convicted of just the conspiracy count. Smiling but expressing disappointment with the jury on leaving the courtroom, Thompson promised an appeal.

But the appeals court rejected, and the U.S. Supreme Court later declined to hear, the entrapment and other arguments put forth by Thompson and other American pols snared in the Abscam investigation.

In 1983, Thompson was sentenced to three years in federal prison. He served two years
before he was released and went to work as a consultant in Washington. Still maintaining he was innocent, Thompson died in 1989.

These days, Greater Trenton still is represented in Congress by Smith, the earnest Republican who came to office via the downfall of Frank Thompson.

Last winter, Smith joined with labor leaders from across the country to protest management tactics outside the strikebound Delaval plant in Hamilton. Thompy would have been proud of him.

Master extortionist Kushner sits on the Touro board ---and is going to jail for videotaping prostitutes he'd hired to intimidate federal witnesses. Kushner had been pressing for NJ to grant a charter for Touro College to open a medical school in the state.

Kushner raised money for the school......and the medical school was one of the issues on the table after Cipel threatened to file a sex-harassment suit against McGreevey.

Clearly, the thieves needed a way to launder millions of dollars to pay Cipel's demands for hush money. Some point to the NJ state budget and several multi-million items labeled "unspecified," and McGay's needlessly borrowing over $1 billion to balance the budget.

Touro hired criminal mastermind Torricelli's firm ---Rosemont Associates---to represent Touro College in the NJ medical school pitch.

Watta perfect set-up to launder illegal money. Would work something like this: The named principals would submit phony financial statements to the state of NJ for say $150 million. But actually Touro needs say $100 million. The difference is hush money.

The hush money is transferred to a friendly bank under accounts labeled Touro Building Fund or Staff Accounts.....and friendly bankers (Kushner owns NorCrown bank) would ensure that only Kushner would have access to these accounts.

A medical school? Easy picking's for these criminals. Corrupt Touro officials, crooked Kushner and Torricelli are greedily eyeing all that wonderful federal Medicaid money that would flow to a medical college.

Touro is a savage tax-sucking leech and is constantly on the lookout for ways to get its greedy hands into our tax monies. It was a natural for Touro to be involved in the money-laundering deal with these crooks.

"Oh my, all that federal tax money. The US Dept of Ed must also kick in a king's ransom to Touro. Then there's all that lovely Medicaid money for a medical school, and the extortion monies from the state to keeop Cipel quiet.

It does add up doesn't it?"

I imagine the movie deals are being contracted as the Jersey version of the UN Oil for rotten Food" program, unfolds.

Clinton pardoned the four Hasidics from New Square who looted Pell grants of some $94M. The Hasidics who profess to be pro-life, anti-gay, etc, as a payoff to Clinton went on to vote pro-abortion, pro-gay Hillary into the US Senate.
>>

That was so obvious, while most Hasidics in other towns and secitions of Brooklyn voted Republican, this one whole town (I think 4 voed Republican) voted for Hillary, the fix was in.

How did Kushner get connected to Cipel in the first place?

I found it, I knew it wasn't Monsey, NY, and couldn't remember the name of the town.

Keeping Score on the Pardon Mess

New Branch, N.Y. You remember this town, don’t you? One of three small Hasidic Jewish settlements in the northern New York county of Rockland. Each one of these communities has about 1,500 or so voters. Two of these villages voted overwhelmingly – we’re talking about 90 percent-plus margins – for Rick Lazio, Hillary’s opponent. The third village, New Branch, voted almost 100 percent for Hillary. Then … Clinton mysteriously pardons four New Branch civic leaders who had been convicted of stealing millions of dollars from U.S. taxpayers. Pardons for votes. Plain and simple

I'm not getting something. Israel is our ally. Why would they help Clinton?

For the same reason why Jonathan Pollard, US Navy, received a life sentence. On one way we are allies and in another we are not; our "friends" may sometimes be dealing with our "enemies".  It's just the way it goes with espionage, spies, military security/readiness, etc. America must be on top of our allies and our enemies and with who are allies are talking and dealing.
