This is probably something harmless that the airport worker is allergic to.
Interesting thing about the Chicago-Ft. Wayne flight -- it was scheduled to leave Chicago yesterday at 8:27 pm but did not leave until 1:06 am and got in to Ft. Wayne at 1:53 am. Were there weather problems in Chicago last night?

Drugs probably would not result in an "inconclusive" field test and could likely be readily identified as such.
We did have some severe t-storms last night...but I slept well enough not to notice.

There were thunderboomers around last night. Weather not particularly severe in my immediate area, but could have been elsewhere.
For your theory to hold water, you need to know if the "good Lebonese doctor's" flight was connecting from a "one-horse town" or another major domestic hub or international . Having the bag spill open says nothing about the security in Ft Wayne . It does say something about the Dr's departing airport.
If it was a domestic airport, the TSA will have a lot to review. If it was a international airport, the TSA, Customs (I know they're part of the TSA) and that international airport's security will have even more to talk about.
Well that only makes sense IMO. Mis-routed luggage is a different situation, but unattended luggage or that whose owner doesn't return to the flight should be removed from the airliner. If I'm understanding correctly, this bag was on with no owner. I can't conjur up in my mind a plausible explanation for this that makes it OK.

Well, are they testing for terror powder or drugs? If they're testing for terror powder, and its drugs, the tests, I would magine, would be inconclusive. Field tests are notoriously inaccurate.

It is quite frequent, especially if the plane is delayed as this one was, for the Passenger and Bag to arrive on different flights.
Case in Point -- I was flying home to Montgomery from DC, had to switch planes in Atlanta. Flight from DC was delayed, and my connecting flight had left when I got to Atlanata. It was also the last flight of the day.
Delta automatically put me on the first flight out in the morning, but as I did not want to wait that long -- I rented a car and drove the last 2 miles to Montgomery. BUT, they would not allow me to have my Bag, so it flew to Montgomery Unaccompianed the next morning. I had to drive out to the airport and pick my bag up the next day.
That should read last 2 hours
I just saw from another source that the doctor was not Lebanese, but was traveling from Lebanon.
Without making a judgment call as to whether this is okay, the fact is that positve passenger bag matching is only done for originating flights, and for connecting flights at Washington Reagan National. Otherwise, it is not expected, and no effort is made to do so (other than, of course, trying to get the bag to arrive with the apssenger).
Keep in mind, the object of positive passenger bag matching is to prevent bombing. This guys bag was checked and passed with that concern in mind, at his originating flight.
As an aside, gate-check luggage is not subjected to PPBM either, from what I am reading.
