The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

High alert after Russia jet crash
 

Russian President Vladimir Putin has ordered the state security services, the FSB, to probe a plane crash, and another missing plane.

One plane with 42 people on board went down in the Tula region south of the capital, Moscow.

Meanwhile, air controllers say they lost contact with a second plane with 44 passengers on board, near the southern city of Rostov-on-Don.

You are exactly right; I had forgotten that he was getting his Master's in Textile and Fabrics. Which makes it highly likely that he knew the usage and toxicity of the cyanuric chloride before he ingested it. It was noted earlier that it is also used as an ingredient in fabric softeners. I also noticed the name sounded Hindu, but was unaware of the Hindu convert to AQ's brand of Islam that you mentioned.

Do drop in to the TM more often. We appreciate your contributions. Any insight you can offer as to the pulse of the university would be greatly appreciated. I know that several, if not many, of the larger universities could be labeled hotbeds for radical recruitment.

Terrorist will paralyze Internet on August 26, a Russian expert in antivirus programs said on Tuesday.

Speaking at the conference hosted by Russian Information Agency Novosti, Aleksandr Gostev from Kaspersky Labs said information on this terrorist attack was published on special websites. He did not elaborate.

First of all, the United States and Western Europe will suffer from the attack, Gostev was quoted by the agency as saying. The head of the labs, Yevgeny Kaspersky, reminded that similar attacks had earlier paralyzed Internet in South Korea. He added that it would be “impossible” to stop terrorist organizations if they “get down to business.”

The executive director of Dr.Web antivirus lab, Mikhail Bychinsky, quoted by Lenta.ru web agency said he never heard of such an attack. “I do not believe in mass internet attacks because the main servers are defended, and Kaspersky Labs has been foretelling the doomsday for a long time.”

'Hijack signal' on missing plane

THE Russian plane that went missing around the time as another jet crashed issued a signal indicating a hijacking or seizure before disappearing from radar, the Interfax news agency has reported.

The signal came at 11:04 pm yesterday (0404 AEST today) from the Tu-154 airliner that went missing in southern Russia's Rostov region, Interfax quoted a source in Russia's "power structures" as saying.

Emergency workers were still searching for the plane hours after it disappeared from radar screens on a flight from Moscow to the Black Sea resort city of Sochi.

The source said the signal was activated shortly before the plane disappeared.

Another passenger jet that went missing at about the same time crashed in the Tula region south of Moscow. There was no word on survivors among the 89 people believed to be aboard the two planes.

Operation Bojinka (also known as Project Bojinka, Bojinka Plot, Bojinga, from Arabic -- slang in many dialects for explosion and pronounced Bo-JIN-ka, except in Egyptian where it is Bo-GIN-ka) was a planned large-scale terrorist attack and precursor to the September 11 Terrorist Attacks.

The term can refer to the "airline bombing plot" alone, or that combined with the "Pope assassination plot" and the "CIA plane crash plot". The first refers to a plot to destroy 11 airliners on January 21 and 22, 1995, the second refers to a plan to kill John Paul II on January 15, 1995, and the third refers a plan to crash a plane into the CIA headquarters in Langley, Virginia and other buildings. Operation Bojinka was prevented on January 6 and 7, 1995, but some lessons learned were apparently used by the planners of the September 11 terrorist attacks. This article will cover all three plans.

The money handed down to the plotters originated from Al-Qaida, an international terrorist organization which was then based in Sudan. Philippines authorities say that Operation Bojinka was developed by alleged Al-Qaida operatives Ramzi Yousef and Khalid Shaikh Mohammed while they were in Manila, Philippines in 1994 and early 1995.

Several media outlets, including TIME Asia [1] (http://www.time.com/time/asia/features/malay_terror/hambali4.html), wrongly claim that the word Bojinka means "loud bang" or "explosion" in Serbo-Croatian.

Not all media or text that refers to Operation Bojinka will call it by that name.

Russian president currently vacationing near Sutchi, one of the hijacked planes destinations. 98 people feared dead in terror attack, black box recovered.

Ninety eight crew ans pasengers were killed in last night's terror-hijacking attack on two civilian aircraft. Russian authorities are accusing Chechenyan terrorists of perpetrating the attack.

As many as 98 people are feared killed. According to the Israeli Foreign Ministry, there were no Israelis on board.

Russian authorities are investigaitng the possibility that the hijackers may have intended targeting President Putin, who is currently vacationing near Sutchi, one of the destinations of the two hijacked planes.

In addition, it was reported that Russian rescue teams have managed to recover one of the black boxes.

Both planes took off from the same Moscow airport within minutes of each other late Tuesday and were bound for southwestern Russian cities.

All passengers and crew, more than 40 people, on the first plane died, after it went down south of the capital.

A second plane with at least 44 passengers on board went out of contact near Rostov-on-Don after activating an alarm indicating it had been hijacked.

Russian President Vladimir Putin has ordered the state security services, the FSB, to launch an investigation.

Authorities have expressed concern that separatists in war-ravaged Chechnya could carry out attacks linked to this Sunday's election to replace the region's pro-Moscow president, who was killed by a bombing in May. Rebels have been blamed for a series of terror strikes that have claimed hundreds of lives in Russia in recent years.

Chikele Gideon, the truck driver, is charged with misdemeanor death by motor vehicle. He was working for Stock Building Supply at the time of the acccident.


Gideon is well-known to immigration officials. In April 2002, he was arrested on charges for overstaying his visa. At the time, Gideon was living in Apex with Issaya Nombo, a pilot who was believed to have been linked to al-Qaida through some paperwork found in Afghanistan.

Nombo was eventually deported. Immigration officials said Gideon was supposed to leave the country, but did not."

August 24, 2004


This Public Announcement is being issued to alert U.S. citizens to the potential for terrorist actions in Uzbekistan, especially during the period of Uzbek Independence Day celebrations. This Public Announcement updates the Public Announcement of August 3, 2004, and expires on February 23, 2005.


The United States Government has received information that terrorists may be planning to launch new attacks in Uzbekistan in the period surrounding the Uzbek Independence Day celebrations in early September 2004. The government of Uzbekistan may restrict movement during this period. The Embassy urges Americans in Uzbekistan to exercise extreme caution, including avoiding large crowds, celebrations, and public places where Westerners generally congregate.


On July 30, three suicide bombings occurred in Tashkent, including one outside the U.S. Embassy. Another bomb exploded outside the Israeli Embassy, and a third bomb exploded at the Prosecutor General’s Office in Tashkent.


Multiple attacks also occurred in Tashkent and Bukhara in late March and early April 2004. These attacks used suicide bombers, mainly focused at police and Uzbek private and commercial facilities. In late July, approximately 15 people pled guilty in an Uzbekistan court to charges related to the attacks.


In addition to these events, the U.S. Government received information in early 2003 that terrorists were planning attacks against hotels in Uzbekistan frequented by Westerners, and against foreign embassies and other organizations, facilities, and institutions associated with or representing foreign interests.


Supporters of extremist groups such as the Islamic Movement of Uzbekistan, Al-Qaida, the Islamic Jihad Group, and the Eastern Turkistan Islamic Movement continue to remain active in the region. These groups have expressed anti-U.S. sentiments and may also attempt to target U.S. Government or private interests in Uzbekistan. Terrorist groups do not distinguish between official and civilian targets. As security is increased at official U.S. facilities, terrorists and their sympathizers seek softer targets. These may include facilities where Americans and other foreigners congregate or visit, such as residential areas, clubs, restaurants, places of worship, schools, hotels, outdoor recreation events, resorts, beaches, maritime facilities, and planes.


The U.S. Embassy in Tashkent continues to employ heightened security precautions. U.S. citizens should report any unusual activity to local authorities and then inform the Embassy.


The Uzbek Government maintains travel restrictions on large parts of the Surkhandarya oblast (administrative region) bordering Afghanistan, including the border city of Termez. Foreign citizens intending to travel to this region must obtain a special permission card from the Ministry of Foreign Affairs, the Ministry of Internal Affairs or Uzbek embassies and consulates abroad.  


Americans traveling to or remaining in Uzbekistan despite this Public Announcement are strongly urged to register with the nearest U.S. Embassy or Consulate through the State Department’s travel registration website, https://travelregistration.state.gov, and to obtain updated information on travel and security within Uzbekistan. Americans without Internet access may register directly with the nearest U.S. Embassy or Consulate. The U.S. Embassy in Uzbekistan is located at 82 Chilanzarskaya St., Tashkent, Uzbekistan 700115. Travelers should also consult the Department of State's latest Consular Information Sheet for Uzbekistan and Worldwide Caution Public Announcement at travel.state.gov.
