The last time I looked, it was the United States of America, not the United States of New York City. Maybe if this anusrectum didn't insist on all the liberal programs NYC has, they could have some funds left to pay for their security. But hey what do I know? My senator is not HRC.

Yes.

The author's complaint about the "90% cuts in Bill Clinton's COPS program" is particularly idiotic. These Federal programs were funded back in the 1990s specifically so that @ssholes like Bill Clinton could stand up and claim that they "signed the law hiring 100,000 new police officers."

What nobody seems to realize is that these programs weren't open-ended funding obligations -- they were simply temporary arrangements that provided funding for up to three years or so. So Bill Clinton had a grand plan to hire 100,000 police officers, but only for three years. After that period was over, the local municipal governments were expected to assume the cost of employing these police personnel.

So the author is basically complaining that President Bush "screwed New York" by failing to convert a temporary Federal assistance program into a funding source that would last in perpetuity.
