Well guys, "One Bill Gil" Cedillo snuck this monstrosity in as an attachment to some bill the state senate just HAD to pass. (The official story, anyway.) John and Ken just announced that it passed 21 - 14 moments ago, despite an impassioned, intelligent plea against it by Tom McClintock. The bill now moves on the entire assembly, where it is also expected to pass.
So it looks like Arnold will have a bill to either sign or veto after all.
Once more into the breach.
The California Legislature makes the Illinois Legislature look good and that is a hard act. Here in Illinois we refer to a politician as "honest" if, once he has been "bought" stays "bought".
Does the CA governor have line item veto?
If he does, than Arnold can sign the bill this was attached to and just cross out the license for illegals part.
Do we know what bill did they attach it to?
Follow the money. Major backer in all states is the transportation industry. With licenses they can inflate the labor market with supply and undercut the wages of Americans and legal residents in the transportation industry.
Insurance cos. also involved, but they want to gain more premiums, they're not aiming to reduce the "cost" of their own labor.
If labor "costs" can't be reduced by outsourcing, illegals will be insourced. Unique to the transpotation industry, from trucking to pizza delivery, is the barrier of licenses. That wall protecting Americans is being undermined for short term profits.

The mexican truck drivers are already on the roads in CA through the NAFTA legislation....

Our borders are not secure. There is no damn way the illegal alien license can be limited to Mexican invaders since the ACLU will inevitably invoke the 14th Amendment to allow ENERY illegal to get a license.

No he just did a "gut and ammend". He took an existing bill and Senate Rules let him cut and paste the language to SB 1160 into AB 2895 (Nunez).
It passed because they have the votes in the Senate, period. The bill must now be heard in the Assembly by the end of business tonight. Stay tuned to KFI. A little bird told me they will get the live feed as soon as it comes up.
The bill will pass the Assembly, but Arnold has said that he has not changed his position on this. It can't hurt to keep the heat on though. If you have a Democrat Assemblyman in California, they are in their offices until late tonight. Call them and give them a piece of your mind. Don't bother your GOP reps though. No one on our side is going to vote for this and they have a thousand other things on their plates right now.

Looks like it was another use of the "gut and amend" process, which has been controversial for years since it bypasses all of the public comment rights that are afforded by the operation of the committee process. (But since when do the Dems believe in hearing what we, the "ignorant public" have to say?) The Assembly's been standing by to receive this bill all afternoon.
AB 2895 was a domestic violence bill stuck in the Senate Appropriations committee. Did they spring it out of committee today prior to doing the gut and amend? If so, there were two votes.
Folks, this bill has little or nothing to do with driving. You are not going to see a rush of aliens heading to driving school or buying insurance.
Cedillo still insists there can be no distinguishing mark on the license indicating illegal status. Also, all it takes to get one is a damn Matriculas Consulares -- and even the Mexican government doesn't accept them as legit ID.
This is about putting what passes as our defacto national ID into the hands of illegal aliens so they can hide in plain sight.

Cedillo moved to change ALL the language in the bill in committee. Then Senate rules sent the bill directly to the Senate floor "without Reference to File (worf as they call it here) which means they take it up immediately. Since it has been ammended it needs to go back to the Assembly. I believe it is in Assembly Public Safety right now, and before the night is out it will be voted on by the floor (and it will pass, they have the votes).
Everyone in California... time to call Arnold and remind him what happened to Davis when he went against the will of the vast majority on this issue.
I don't doubt that they have the votes. The debate should be interesting, though. It appears they're in recess until 7:15 at the moment.
What about a statewide referendum banning drivers liscences for illegal aliens? I think that would be prevent the legislative 'Rats from passing stuff like this.

Odd timing on this isn't it -- just before the GOP convention where Arnold is supposed to be a keynote speaker.
Those recesses are to hold impromptu committee hearings. My guess is they are passing AB 2895 out of Asm Pub Safety right about now. I'll go check as soon as the Sen breaks and post back here.

With a 21 - 14 vote, it couldn't have been an urgency measure, right? I'm still in the process of learning my way around that operation up there, so I'm often surprised by the disparity between the language of the rules and their practical application, but I think that one's still intact. True?
Correct, this is not an urgency measure. Even if Arnold were to lose his mind and sign it, there would be plenty of time to put it on hold with a referendum.

It will be interesting to see if other states start refusing to honor the privilidges of a California Driver's License after this.
Doesn't Arnold have the line item veto power? I thought we did in California? Please help me with info here. If so, cannot Arnold line out all the driver's license portions?
How soon would Arnold have to sign or veto? I don't think we'll see a veto right before he goes to speak at the convention. The GOP bosses would freak out.
Actually there are about 14 states that have legalized illegals to drive on our roads.
If our licenses aren't anygood for ID purposes if this passes, we'll be forced to carry our passports everywhere to prove who we really are, just like if we were strangers in our own country. Illegals are like leeches, draining the blood out of us.
Dan'll have the definitive answer, but Arnold has time. Off the top of my head, I think it's September 30. I don't expect any sudden moves.
Governor Schwarzenegger devoted significant time and effort to working towards a viable piece of legislation with Senator Cedillo and has been clear about his public safety concerns ever since they began talking last December.
Issuing official identification such as a drivers' license to undocumented immigrants in this post-9/11 era is a very serious public policy and national security issue. The Governor has consistently been adamant that certain security standards would have to be met for the legislation to be viable.
This legislation does not contain provisions that would satisfy the national security concerns the Governor expressed. The Governor was very clear that he would veto any legislation that did not address those issues.
