This is the same problem we had with turkeys, waterfowl, deer and other species. Market hunting had to end. Market fishing is now at that point. The techniques to raise fish on farms is now available and should be required for selling fish.
Recreational fishing and hunting is proving to be able to exist with the resource thriving. For proof look at waterfowl hunting statistics, there are now so many ducks and geese that the calls are going out to limit their numbers.
The basic problem is the governments refuse to acknowledge that market fishing is doing the damage. Those campaign contributions are causing the problem. Bag limits limits and season closings limit the recreational take to sustainable numbers.
