Schwarzenegger chides Legislature for sending him `silly' bills

SACRAMENTO, Calif. - Faced with the prospect of vetoing populist bills to raise the minimum wage, protect car buyers and combat the high price of prescription drugs, Republican Gov. Arnold Schwarzenegger today accused Democrats of sandbagging him to boost their own political fortunes.

In an interview on Sacramento talk radio, Schwarzenegger lashed out at the Democrat-controlled Legislature for sending him both ``silly'' bills and politically motivated measures.

``I'm trying to do good things for the people, but they try to jam me so they can go back and say to their district: `Look what this Republican governor did' so they can go and get their votes in November,'' said Schwarzenegger.

The governor has just 12 days left to approve or reject hundreds of bills on his desk, including high-profile measures that would raise the state minimum wage, enact a ``car buyers bill of rights,'' and allow California to import low-cost prescription drugs from Canada.

Private Democratic polling has found all three measures are popular with voters, putting Schwarzenegger in the difficult position of having to reject bills that are favored by average Californians, but opposed by some of his top donors.

Schwarzenegger has developed an uneasy relationship with lawmakers, swinging between lauding them when they are working well together and calling for a part-time Legislature when they hit an impasse.

Today, the governor expressed frustration with lawmakers for turning aside more than a dozen bills he sponsored, and once again vowed to circumvent the Legislature by putting a reform package before voters to enact new political reform laws and change how voting districts are determined.

``Eventually I will put on the ballot an initiative and then have the people make those decisions,'' he said on KFBK radio.

Foreigner visitors do not need a drivers licence issued by the state of California, they are free to drive legally with an international drivers licence, and they are free to go home when their vacation is over.

Where I live, they just stay on vacation and go on the dole. The population has doubled in the last 5- 7 years.

Why? Everybody else is being driven to distraction!!!

They're all distracted with the national election and turning a blind eye toward the desperate situation this state is in. I'm just waiting for the reality of said CONservancy to hit home soon after it's signed, or becomes law without signing!!!

People who get ugly surprises, get cornered and get shafted are NOT nice to be around. That's why even Davis flinched on signing such a monster, as arrogant as he was. But that's ok, don't get distracted. (grin)(I know what you meant)

Cedillo's bill passed August 27. Can any of you tell me which of these conditions applies? I think it's (b)(2), but if Bustamante had it before August 31, it may already be law to take effect Jan 1.

CALIFORNIA CONSTITUTION ARTICLE 4 LEGISLATIVE

SEC. 10. (a) Each bill passed by the Legislature shall be presented to the Governor. It becomes a statute if it is signed by the Governor. The Governor may veto it by returning it with any objections to the house of origin, which shall enter the objections in the journal and proceed to reconsider it. If each house then passes the bill by rollcall vote entered in the journal, two-thirds of the membership concurring, it becomes a statute.

(b) (1) Any bill, other than a bill which would establish or change boundaries of any legislative, congressional, or other election district, passed by the Legislature on or before the date the Legislature adjourns for a joint recess to reconvene in the second calendar year of the biennium of the legislative session, and in the possession of the Governor after that date, that is not returned within 30 days after that date becomes a statute.

(2) Any bill passed by the Legislature before September 1 of the second calendar year of the biennium of the legislative session and in the possession of the Governor on or after September 1 that is not returned on or before September 30 of that year becomes a statute.

(3) Any other bill presented to the Governor that is not returned within 12 days becomes a statute.

(4) If the Legislature by adjournment of a special session prevents the return of a bill with the veto message, the bill becomes a statute unless the Governor vetoes the bill within 12 days after it is presented by depositing it and the veto message in the office of the Secretary of State.

(5) If the 12th day of the period within which the Governor is required to perform an act pursuant to paragraph (3) or (4) of this subdivision is a Saturday, Sunday, or holiday, the period is extended to the next day that is not a Saturday, Sunday, or holiday.

Thanks. Here was the concern: Let's say the legislature passes the bill just before the August 31 deadline and Arnold leaves town with Busamante's promise not to sign anything. So, he doesn't sign it; he just stamps "received" on the bill before September 1 and puts it into the pile. Arnold comes home, grandstands for a couple of weeks before finding that dastardly deed (about which he either hadn't a clue or had given the wink and a nod) and voila! Driver Licenses without time to put together a referendum before January 1.

I won't be comfortable about this until I see articles about the veto in print.

That is the whole point... He will be vetoing... And he'll have to spend way to much time explaining.

I like the fact that at least he is telling people what they are doing. Maybe since he is a superstar, it will get reported and MORE Californians than ever before will see how corrupt and self serving the democrats who run the state really are.

We are suposed to change the Constitution for him? He doesn't have a chance in the red states. Nor does Rudy, or Hillary. The liberals are drooling thinking they can get a pro abort, anti gun, pro homo on both tickets. These people think they are "moderates". In Texas, they go for socialist and worse. I heard all the names mentioned in the conventions for 2008, but didn't hear one that will win in the red states. Even the Dems believe Hillary will sweep the country and get the "middle". She would embarrass them in the South. Probably couldn't get Arkansas.

Ahhhnold would do just slightly better, but wouldn't win the primary unless it was a whole slate of loosers.

Going on the local radio station in Sacramento is a good thing, but ineffective as meaningful communication with the voters.

I have long been of the opinion that a weekly feature in every newspaper in California should be a cummulative list of stupid bills proposed by stupid legislators. Nothing can promote justified outrage at the inmates running the asylum in our name than the light of constant exposure.

I would do it but I'm already eyeball deep in a politically active organization.

Kind of a pet peeve of mine. Everybody seems to want to start a new organization instead of banding together under an old name that still has weight. Sad. We could do so much if I had help.
