FINANCING FOR TRAINING SUICIDE BOMBERS IN CHECHNYA STOPPED
GROZNY, September 22, (RIA Novosti) - The Federal Security Service of Russia, together with interior troops, has carried out a special operation dealing a serious blow to channels used to finance the training of female suicide bombers, Major-General Ilya Shabalkin, a representative of the regional headquarters for the counter-terrorist operation in the North Caucasus, told RIA Novosti.
He said that the secret services had detained 31-year-old Natalia Khalkayeva, an active member of illegal armed formations who supplied money for the training.
"She is also known as Kheda and is the sister of Khasan Khalkayev, who in 1998 with bandits Arbi Barayev and Beslan Chalayev (both killed in 2001-2002 in Chechnya) went to Krasnodar Territory to kidnap several locals to get a cash ransom for them.
For these crimes Khasan Khalkayev was put on a federal wanted list.
MOSCOW, 22 Sep - RIA "Novosti". In the center of Moscow a member of the Kazakhstan embassy has been killed, an information representative for capital criminal police (GUVD) reported to RIA "Novosti".
"Fifty-two year old Abragim Dzhumaliyev was shot at 20.00 Moscow time at his home on #4 Ruzheyniy alley," the agency's spokesman said.
According to him, an unknown assailant shot at Dzhumaliyev not less than five times, but it hit him only twice. Supposedly the criminal shot a silenced pistol, since no one heard shots, the GUVD representative added.
An operational-investigative group in now on the scene.
The Kazakhstan embassy in Moscow thus far does not have any data about the person who was killed.
"In employee lists of the Kazakhstan embassy in Russia there is no Abragim Dzhumaliyev," said a duty officer of the embassy.
According to him, the official representative of diplomatic mission had gone to the Moscow GUVD to aid in explaining the circumstances of the event.

Since the deceased was shot at five times and only hit twice, I'd rule out the FSB - they at least shoot straight. Perhaps the Chechnyans were getting rid of some "loose ends".
