because they know the environment - that unless the evidence is overwhelming, it would be a political negative because the media would cut them up. as opposed to clinton claiming "genocide" as an excuse for bombing Serbia - accepted as fact by the media.
Rumsfeld doesn't talk about things he hasn't researched.
He simply refused to say one way or another.

The reporter for this article was mistating what Rumsfeld actually said (just wishful thinking on the part of the reporter).
Monica Crowley was actually there. She said he wouldn't commit himself. He just said that he was astonished at the way CIA reports had migrated from one position to another.
CNS is going to publish the document. They'll be all over the net before the Alphabet Soup networks know what hit them.
