Fox news said US authorities have reviewed the tape, not sure how they obtained a copy, and that it's definately OBL. He makes reference to a recent happening in Iraq, so they know the tape recent.

Unless there is brand new video of OBL, I will still think he is probably dead. If this is more rehash audio and stock video, that won't make me think he's alive.
DUBAI (Reuters) - Arab satellite television Al Jazeera said Friday it would broadcast a video tape from al Qaeda leader Osama bin Laden addressing the American people, four days before the U.S. presidential election.
It said the tape, to be aired at 2000 GMT, would discuss the reasons behind the Sept. 11, 2001, attacks on the United States that killed nearly 3,000 people and their repercussions.
An editor at Al Jazeera said the Qatar-based channel had received the tape earlier Friday but did not say how. He said the tape was new but did not give any details.

This has been authenticated by our DOD already as UBL, and he mentions current events in Iraq.

Exactly what has changed, other than your perception due to one news report? The intelligence community has maintained for three years that Bin Laden's alive. And whether he's dead or alive, the Al Qaeda threat has never gone away.
If this gets some heads out of behinds and put people on alert, then good.
