He'll probably decide to sue before he decides not to sue.
Or maybe he'll decide to sue and then decide not to fund the lawyers he hires to do the suing.
Or maybe he'll decide that it's the wrong suit at the wrong place at the wrong time.
Or maybe he'll decide that suing was a bad idea if he knew now what he'll know then.
Or maybe he'll dress up in camo and have someone shoot a goose for him.

I think he's that guy that went to Viet Nam. No, no, he's the guy that went to Cambodia. You're thinking of Al Gore.

A scene I'd love to see...
Judge: "Your Form 180, Mr. Kerry, please sign and submit it."
Kerry: "My word is my record. Do you know who I am? I'm John Ker-
Judge: "ORDER (gavel slam)! Sign the form or get outta my court room."

It's 45 million,but the rest of your post is 100% correct. :-)

Who the hell is John Kerry? Isn't he one of those historical footnotes or something?
Yeh, he was wearing a bunny suit or some such. And a duck hunter's suit. His footnote is beside some other Massachusetts guy who drove around in a tank and tried to run for President. And some lady who was gonna be the First Female Vice President.
John and John are members of the Also-ran-but-didn't-win Club.
John K may try to run again, but he was only the nominee because Dean went into meltdown, and most of the 57 million votes were NOT FOR him, but AGAINST Bush. John K would be lucky to get 10 million if he ran again.
John E won't even have a political base when the current Senate session ends. John E won't have any more political experience by 2008. There isn't much he would run for, win and use. John E's best hope was a Kerry win this time. Didn't happen and John E, like John K, won't have the chance to carry the banner again. Next round, 2008 is Hillary's, if she wants it.
As for suing the SBV's, his attorneys will advise against that--discovers, subpoenaing his military records, etc. No, this is just a threat like all the threats Team Kerry to theaters and to TV stations and to book sellers. Team Kerry used threats to try to intimidate--without great success.

Also Kerry would have to sue the source of the most damaging statements to him, John Kerry. For those who didn't read "Unfit For Command", Kerry's own words were used to sink him. The truth hurts.
To: Tax Government
That is why he cancelled advertising near the end, and still holds $15M of donations in cash.
The reports vary on how much he actually is holding---between $15 M and $45 M -- and the rest of the party faithful are fuming that he held onto that much cash.

I think you're right. How could someone of his stature lie through his teeth so consistently for so long?
He's got to be pathologically self-delusional.
Perhaps this fits:
>paranoia (pàr´e-noi´e), term denoting persistent and logically reasoned false beliefs, or delusions, often of persecution or grandeur (e.g., the belief that one has an important mission).
