The actual answer is none of the above. It's to be apportioned according to population. A "capitation" is a type of direct tax, not a basis for laying direct taxes.
I got a 16. I think that class I had taught by a lawyer messed me up.

I missed #21 as well. uhmmm
Im no Constitutional scholar, but some of these answers seem wrong. For example (Q.6), the Constitution was a brand new model based on principles developed by the great thinkers of the Scottish enlightenment, it was not based on the English common law. Also (Q.17), American common law is based on English common law, not religious law.
Some of the other questions are not even Constitutional questions (#3, 4, 5, 15, 17, and 20).
