The SoS said the 3% was a sample..if there were irregularities in the 3% then they dig deeper in THAT sample. The thrust of his point was the vote's been counted- and Bush won by around 119,000. The margin was not small enough to trigger an automatic recount...however the Green and Libertarian Party's are planning to do a recount anyway.
Bush 51%-Kerry 49%
So- although it's OFFICIAL in Ohio...it's not over...LOL.
