I guess I don't comprehend "well meaning" in this case. Carter works SO hard to validate raping murdering butchers that I doubt anyone can call it well meaning.

This is a quality I would NEVER ascribe to Carter. Any man with such a stage that can't get out in public fast enough to validate raping murderers while he continuously tries to undermine the man and men trying to defend this country would happily take the US down to ever lower levels. Carter is, pure and simple, a bad man.

I wholeheartedly concur with your analysis. The article is too kind to Jimmy. It ascribes his actions to misguided attempts to do good, to a naive assumption that if we submit to tyrants, they will be kind to us.
I think Jimmy is smart enough to know that tyrants will commit treachery, and evil enough to submit us to them anyway. He WANTS America to be brought low. There is absolutely, absolutely no other possible explanation for his behavior since leaving the White House.
I agree with your assessment of Carter. A long time ago, I believed that Carter was just a bumbling, foolish, do-gooder. In recent years, I have come to see him for the evil America-hating commie that he has always been.
