what they really need to do, is execute a couple of guys like Chemical Ali - fast. to set the tone, and scare some of the others into realizing that the game is up.

One of the top fugitives from the Saddam Hussein regime is believed to be traveling back and forth from Iraq to Syria, according to a U.S. general.

Gen. George Casey, commander of U.S. and multinational forces in Iraq, said the Syrian government is allowing high-level Baath Party members to hide in the country, and they are supporting the insurgency. They call themselves the "New Regional Command," said Casey.

"I do not see direct Syrian government involvement in that facilitation, but it is coming through Syria. And I do believe that they have the capability to stop it if they had the will to stop it," he said.

Chief among the Baathists is Izzat Ibrahim al-Douri, Casey said. He is No. 6 on the U.S. most-wanted list in Iraq and there is a $10 million bounty on his head.

"He's a back-and-forther," Casey said.

Al-Douri was the head of the Baath Party ruling council when Saddam seized power in 1979 and rose to become his right-hand man, escaping multiple deadly purges of the leadership. Shiite witnesses blame al-Douri for the killings of at least 170 Shiite prisoners.....

An American general said this week that he is in Syria and commutes to Iraq. Directs the insurgency and supplies the funds.
