The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

WASHINGTON - A terrorist attack on a tanker loaded with liquefied natural gas could cause massive damage a third of a mile away and could send a vapor cloud billowing more than 1.5 miles, government scientists say.

With the the nation clamoring for more natural gas, policy-makers are trying to figure out how to safely import large quantities of liquefied natural gas or LNG.

I don't recall all these types of gas incidents a few years ago or before that either. Especially so many on a weekly basis.

There were times that during the winter months with a heavy freeze you might hear of a gas leak or maybe one explosion....but even one would be big news. Maybe even someone hitting an underground line by accident while doing construction, but not very often. There could be some type of explanation regarding the age of the underground gas piping systems....but that may be a stretch.

Godzilla, Quite honestly, I don't know the history of the poster. The reason that the post caught my eye is because of the number association to other events that is mentioned.

There is some sort of sick logic as to when attacks are made. So far as I can tell, there is not a real consistent and solid pattern, which is why it is hard to know for sure. After a major happens, it usually is justified in the forums as being so many days after this, or so many years after, and on the anniversary of some date that the Jihadi's believe has some significance. But as we all know, they can also stage a terrorist attack at will, so, your guess is as good as mine on this one!

The good news is that I haven't seen anything more about this yet, and hopefully I won't.

Underground Explosion in Center City (Philadelphia)

January 13, 2005 — Firefighters in Center City are investigating an underground explosion. It happened around 5:00pm on 16th between JFK Boulevard and Arch.

The explosion blew two covers off of manholes.

One person was hit. The victim is at Hahnemann Hospital

Pseudo-scholar and historical revisionist Ali Mazrui, is being foisted upon students as part of a course requirement in the guise of providing a cartoon “Muslim counter-balance" to Dr. Daniel Pipes’ impeccable Middle Eastern scholarship.

It is a poor commentary on the state of America’s universities when protests against the upcoming lecture by Dr. Daniel Pipes, the distinguished scholar, and member of the United States Institute of Peace, are being heard months in advance of his lecture at RIT while scrutiny of another scheduled lecturer, Ali Mazrui, reveals that he is a leading figure in numerous radical Islamist organizations which have been raided in connection with terrorism.

Ali Mazrui’s documented connections to radical Islam should prompt The Catherine Werner Gannet Lecture Series coordinator, Dr. Paul Grebinger to withdraw his invitation to speak at the Rochester Institute of Technology Campus on the grounds that Ali Mazrui is a propagandist whose Islamist agenda renders his message devoid of scholarly integrity and precludes the possibility of an honest exchange of ideas.

Ali Mazrui is a radical Islamist who lectured last year at the Bin Laden funded ICPI - International Center for he Propagation of Islam, whose founder and director, Ahmed Deedat - and his son Yusuf - are directly funded by the Bin Laden family and have boasted about meeting Bin Laden 'several times'.

Besides being a guest speaker at the Deedat's Bin Laden Centre, Mazrui is also on the board of the Association of Muslim Social Services, the sister organization of the IIIT - The International Institute of Islamic Thought, a Wahabist Islamic propagation front which was raided by the FBI and the JTTF in 2003 for ties to the funding of terror. The executive secretary of the AMSS is Kamran Bokhari, the North American spokesman for the group Al Muhajiroun, which Dr. Pipes cites as "one of the most extremist groups operating in the west today"

The controversy surrounding the Gannet Lecture Series at RIT, featuring Dr. Pipes and Ali Mazrui was sparked by an interview in student newspaper called “The Left Hook," which published an interview with members of the Campus Anti War Network. In that interview their North Atlantic Representative, Monique Dols, disingenuously stated that “ in order to graduate, seniors will be forced to listen to a lecture by Daniel Pipes.

Dols failed to mention the fact that while some RIT senior students are required to attend the lecture series as part of their coursework, they have the same obligation to attend the lecture of Dr. Pipes as that of Ali Mazrui. One of the interviewees was the Campus Anti War Net’s representative on the RIT campus, Josh Karpoff, who did nothing to refute Dols’ false claims.

Gannett lecture series organizer Dr. Paul Grebinger and the RIT Provost Simone have been on the defensive justifying their invitation to Dr. Pipes, while the real focus of condemnation and concern should be the invitation of Binghamton professor, Ali Mazrui, whose revisionist pseudo-scholarship disqualifies him from the role of someone who can, in the words of the organizers, '"provide a counterbalance to Dr. Pipe’s views." Even a cursory examination of Ali Mazrui's work and associations shows that he is a radical Islamist with no commitment to either intellectual honesty or open debate.

Mazrui's statement in support of ex University of South Florida professor/jailbird Sami Al Arian are indicative of his intellectual dishonesty and academic bankruptcy. The charges of terrorism against Al Arian documented in voluminous indictment which includes the names of nearly 100 murder victims of terrorist attacks, including that of Brandeis University student Alisa Flatow - in a bus bombing financed by him and his group Palestinian Islamic Jihad - was dismissed by Mazrui who lamented that:

" was just a "victim of prejudice and of popular ill will..."

RIT's hosting of Ali Mazrui under the guise of “balance" is similar to the disingenuous excuses given by the administration of Duke University, who defended their hosting of an Islamist conference under the guise of the need to provide a forum for “other views." The Duke conference ended up being not only a terrorist recruiting event for the International Solidarity Movement, but the Duke University administration’s defense of the conference unleashed a wave of anti-Semitism and conflict which continues to engulf the campus. The situation at Duke was summed up in this opinion piece in a recent Wall Street Journal article entitled: "The Intifada Comes to Duke :

"...Moreover, and whether or not a university has a duty to license the unfettered expression on its campus of every venomous notion under the sun, the real issue at Duke was always the refusal of the licensing authorities to call such notions by their proper names--in this case, bald anti-Semitism and incitement to the murder of innocents. That refusal on the part of the university and its president, a mark not of "constructive" liberality but of cowardice and complicity, is what led infallibly to the post-conference outbreak of anti-Jewish hatred. Once the guardians of the citadel granted permission to open the gates, is it any surprise that the in the case of Duke the marauding hordes came storming through?"

Mazrui is not only an anti-Semite, but an active participant in groups and a member of organizations which have been accused of funding terrorism. There are zero degrees of separation between Mazrui giving two lectures at the Osama Bin Laden funded International Center for the Propagation of Islam in South Africa - whose director, Ahmed Deedat, and son Yusuf, boasted of having met and received funding from Osama bin Laden, and his family - as there are between Mazrui’s being a lecturer and member of the board of directors of the Graduate School for Islamic and Social Sciences which:

“… Operation Green Quest investigators raided (GSISS offices) in March 2002, along with 23 other organizations. According to search warrants, federal agents suspected GSISS and the others of potential money laundering and tax evasion activities and their ties to terrorists groups such as al Qaeda as well as individual terrorists [including] Osama bin Laden…"

Additionally, Mazrui is also listed as a member of the “international advisory board" of a dubious institution called “The Center for Balanced Development," an offshoot of the IPO- International Progress Institute, run by an Islamo-facist, Hans Koechler, whose personal photo page shows him together with a bevy of international terrorists and tyrant such as Arafat, Saddam Hussein, and Ghaddafi, whom he visited accompanied with Ramsey Clark. The IPO website can be navigated to link to groups such as the Arab Socialists, whose site includes a page entitled - “!0 Reasons Why Killing Israeli Jews is Kosher" - which ended with the message “Indeed those human bombs are not only justified - more of them is (sic) needed." and signed "More later - Ibrahim Alloush."

Mazrui's working relationship with Koechler is further proof of his radicalism, as is the case of his ties to Ahmed Deedat.

Obviously, he has no problems with groups and individuals who openly support suicide bombings.

The administration of the Rochester Institute of Technology should go beyond due diligence in the interests of homeland security and take into account the damage which will be done to the integrity of their institution by hosting Ali Mazrui. His ties to an institute funded by Osama Bin Laden and his role as a board member of several institutions which have been raided in connection with terror funding makes a mockery of the democratic spirit of debate and open exchange of ideas which the administration of RIT claims their institution is aiming to promote.

Thank you A4O for the ping on the Philly explosion. I was mia for a week after the Dec 28th treatment, then just putting away Christmas decorations and getting the house in order before the next one on the 18th. weren't near the Chicago Mall explosion, were you? Any chance these are related? I heard something on the 11:00 pm local cbs news about fumes in the Frankford section of Philly.

Peach, are you and your family and neighbors back to normal yet?

The plane was carrying seven passengers, including a 15-year-old boy, and two crew, RIA-Novosti news agency reported. The Itar-Tass agency gave the number of missing people as 10.

“The An-2 plane, which, according to preliminary reports, had two crew members and eight passengers on board, was flying from Vanavara to Tura. The crew failed to make contact at the appointed time,” Itar-Tass quoted Emergencies Ministry spokesman Viktor Beltsov as saying.

The official added that the crew had last made contact at 1320 Moscow time, asking permission to land. Preliminary reports indicate that at the time the plane was 5 km away from its destination, the Tura aerodrome."

This Travel Warning advises American Citizens to avoid tsunami-damaged areas of Indonesia, provides information for humanitarian workers considering travel to Indonesia, updates information on the security situation, and reminds travelers of the ongoing terrorist threat for Indonesia. The Department of State continues to recommend that Americans defer all non-essential travel to Indonesia. This warning supersedes the December 17, 2004, Travel Warning and the December 27, 2004 Public Announcement for Indonesia.

The Department urges Americans who choose to travel to Indonesia despite this Travel Warning to observe vigilant personal security precautions; to remain aware of the continued potential for terrorist attacks against Americans, U.S. or other Western interests in Indonesia; and to register with U.S. Embassy Jakarta, U.S. Consulate General Surabaya or the U.S. Consular Agent in Bali. Registration facilitates the U.S. Mission's contact with Americans in emergency situations. Americans in Indonesia should maintain a low profile, vary daily routines, avoid crowds and demonstrations, and keep abreast of local news and developments that may affect the security situation.

The Department reminds Americans that the terrorist threat in Indonesia continues. Reports indicate that terrorists are planning attacks against a wide variety of targets. These attacks could occur at any time and could be directed against any location, including those frequented by foreigners and identifiably American or other western facilities or businesses in Indonesia. The potential remains for violence and terrorist actions against U.S. citizens and interests throughout the country. The Jemaah Islamiyah (JI) terrorist group has cells in several Southeast Asian countries, including Indonesia, and connections with al-Qaeda. A terrorist bombing outside the Australian Embassy in Jakarta on September 9, 2004, killed eleven and injured more than 180 people. An August 2003 terrorist bombing at a major international hotel in Jakarta injured several American citizens, and seven Americans died in a terrorist attack in Denspasar, Bali in October 2002. The U.S. government continues to receive information that JI and other extremist groups might be planning additional attacks against U.S. and other Western interests in Indonesia.

Travelers should be aware that since security has increased at official U.S. facilities, terrorists could seek "softer" targets. Such targets could include but are not limited to places where Americans and other Westerners live, congregate, shop or visit, including hotels, clubs, restaurants, shopping centers, identifiably Western businesses, housing compounds, transportation systems, places of worship, schools, or public recreation events.

The U.S. Mission in Indonesia restricts U.S. government employees' travel to certain areas of the country and, at times, denies them permission to travel to Indonesia. For the latest security information, contact a U.S. Mission consular office. The U.S. Mission can occasionally suspend service to the public, or close, because of security concerns; in these situations, it will continue to provide emergency services to American citizens.

Sectarian, ethnic, communal and separatist violence continue to threaten personal safety and security in several areas. Over the past three years, domestically targeted bombings have struck religious, political, and business targets. In 2003, the Jakarta international airport, an open-air concert in Aceh, and other Indonesian government facilities were bombed.

Americans should avoid travel to Aceh. Northern parts of the Indonesian island of Sumatra, and particularly the province of Aceh, suffered severe damage following an earthquake and series of tsunami waves on December 26, 2004. The Government of Indonesia has declared a National Disaster and has mobilized civilian and military assistance to the affected areas. Communications infrastructure, roads, medical care and tourist facilities on the western and northern coasts of Sumatra, and on coastal islands off Sumatra, have been damaged and in some cases completely destroyed. Indonesia restricts foreigners' travel to Aceh. Indonesia replaced martial law in Aceh with a state of civil emergency on May 19, 2004,however, Aceh's security situation remains highly uncertain. Humanitarian workers should be cautious of their security when traveling in Aceh due to the continuing potential for separatist violence.

Americans should not travel to Aceh to participate in humanitarian relief efforts except under the auspices of a recognized assistance organization that has permission to operate in Indonesia. Americans participating in relief efforts should make sure that their organization has facilities in place to accommodate and feed staff and a security plan approved by Indonesian authorities. All travelers to Aceh should follow health precautions for travelers to the tsunami area from the U.S. Centers for Disease Control at

Americans considering travel to the province of Papua should exercise extreme caution because of sectarian, ethnic, communal and separatist strife. Papua's on-going separatist conflict has the potential to become violent. In August 2002, two Americans were killed in Papua under as yet unresolved circumstances.

Americans should avoid travel to Maluku, in particular the capital city of Ambon. Since April 25, 2004, sectarian violence has killed at least 40 and injured more than 220 people.

Americans should avoid travel to Central, South and Southeast Sulawesi; those considering travel to North Sulawesi should exercise extreme caution. Sporadic violence occurred in Poso and in neighboring areas of Central Sulawesi in 2003 and 2004, resulting in several fatalities. Central Sulawesi's general security situation remains unstable; bombings and killings occurred in late 2004 in Poso and Palu.

The Philippine-based terrorist Abu Sayyaf Group poses an ongoing kidnapping risk/threat in areas near Malaysia and the Philippines.

Americans can obtain information on travel and security in Indonesia from the Department of State by calling 1-888-407-4747 within the United States; or 1-317-472-2328 from overseas. Americans also can call the Embassy in Jakarta at (62)(21) 3435-9000, the Consulate General in Surabaya at (62) (31) 295-6400, and the Consular Agent in Bali at (62) (361) 233-605. "re: FedEx Trucks Stolen. A couple of days ago, I saw something on the highway that struck me as very odd. I was passing a FedEx semi tractor with tandem trailers. On the rear trailer, in place of the license plate, was a handmade tag that said "Missing Plate #XXXXXX". I have seen cars with a similar tag, but never a semi, and certainly never a FedEx truck."

I'd worry more about the fact that there seems to be a license plate missing from a truck then whether the FedEx truck is stolen. This is something to keep tabs on. While someone may have stolen the plate simply for the "joy and happiness" of doing so or simply for the tags, if other truck plates start to turn up missing, then it opens the door for a couple more possibilities, including terrorism related activities.

I didn't realize there was a missing FedEx truck but it definitely deserves to be checked out. As you pointed out, there have been missing tankers, ambulances, etc., and they all come with special license plates. The plates do say "mass transit," "truck," etc., so if the FedEx truck turns out not to be stolen; but, rather, the plate was, stories on other missing plates is something to keep an eye out for.

"Underground Explosion in Center City (Philadelphia, PA - 1/13/05)
January 13, 2005 — Firefighters in Center City are investigating an underground explosion. It happened around 5:00pm on 16th between JFK Boulevard and Arch.

The explosion blew two covers off of manholes. One person was hit."

Now my mother works right there and was there at 5:00 and she didn't mention squat. Come to think of it, neither did the local 11pm news.

License-plate scanners lead to recovery of stolen vehicles


An experimental license-plate scanning system allowed state troopers to capture 23 criminal suspects and recover 24 stolen vehicles during a recent four-month test on the Ohio Turnpike, the Ohio Highway Patrol announced yesterday.
But whether the system has a future on the turnpike and other state highways remains to be decided, a patrol spokesman said.

For the test, Automatic Plate Recognition scanners were mounted at the turnpike's entrance plazas near the Pennsylvania and Indiana borders and in two state patrol cruisers. The devices scanned all license plates and compared the results with lists of vehicles "wanted" because they were reported stolen, the license plates were reported stolen, or authorities had arrest warrants for the registered owners.

Positive matches were followed up by troopers confirming the plate on the vehicle before pulling it over.

According to the announcement, the 24 stolen vehicles were worth a combined $221,000 and represented a 50 percent increase in stolen-vehicle recoveries compared with the same dates in 2003.

The patrol's announcement noted that the recovered vehicles included two stolen truck trailers, which it said indicated a potential homeland-security benefit from the system.

Lt. Rick Zwayer, a spokesman at highway patrol headquarters in Columbus, said he was not aware of those particular trailers containing any sensitive cargo.

Lieutenant Zwayer could not provide information yesterday about the charges brought against those who were arrested, nor explain why the number of arrests was lower than the stolen car recovery count.

The scanning system was paid for with a $61,000 federal grant.

At its start, the experiment was denounced by civil liberties interests, on the grounds that it could be used to compile surveillance records of all vehicular activity.

Jeff Gamso, the Ohio legal director for the American Civil Liberties Union, said he is "still skeptical" that the technology's application won't eventually be extended beyond identifying stolen cars or wanted drivers.

"Good for them for having recovered stolen cars," Mr. Gamso said. "But I remain concerned about the incremental invasion of people's privacy."

While the highway patrol promises that any data about vehicles that doesn't generate a "wanted" match is not retained, Mr. Gamso said, "What I'd like to know is that they're continuing to 'lose' that information three years from now."

While the test results indicate that the system has potential for effective use, Lieutenant Zwayer said, further assessment is necessary to determine if the benefit is appropriate to the cost of expanding it.

Col. Paul McClellan, superintendent of the highway patrol, will meet with technical experts and the Ohio Controlling Board to discuss the results and evaluate the system's potential for long-term - and potentially wider - use, the lieutenant said.

Mr. Gamso said the ACLU might press for consideration of the civil liberties angle when such a decision is made.

AUSTRALIA (ANS) -- Over recent years, Eritrea has become one of the world's most serious abusers of religious liberty and persecutors of Christians. When President Issayas Afewerki cracked down on all political dissent in September 2001, he also closed all private media, leaving the oppressed without a voice. In May 2002 he banned all Christian groups apart from the Eritrean Orthodox, Roman Catholic, and Evangelical Lutheran denominations. This instantly made numerous independent, Full Gospel, Pentecostal, AoG, Presbyterian, and mission churches illegal, affecting thousands of believers. All religious activities – Bible reading, home fellowships, prayer groups – are illegal if not linked with one of the three officially approved denominations. Information is leaked out at great personal risk. Pastors of banned groups report they are under intense police surveillance at all times.

On the night of 31 December 2004, police arrested Pastor Habteab Oqbamichel and his wife Letensae, along with another 23 men and 35 women (all members of the Rema Charismatic Church in the Eritrean capital of Asmara) celebrating the New Year in Oqbamichel's home. Compass Direct reports that though Letensae was later released, the other believers are now detained in the Mai-Serwa military camp just north of Asmara.

More than 400 believers of all ages are presently incarcerated under the most appalling conditions: in solitary cells, in secret prisons for the 'disappeared', and in overcrowded metal shipping containers that are plagued by infectious diseases such as diarrhea. The authorities also use torture, trying to make them renounce their evangelical faith.

Haile Naizgi and Dr Kifle Gebremeski (chairman of the Eritrean Evangelical Alliance), who are senior leaders in the Full Gospel Church, and Pastor Tesfatsion Hagos of the Rema Evangelical Church remain 'disappeared', presumably in one of Eritrea's secret prisons. Popular Christian singer Helen Berhane has been jailed alone in a metal shipping container at Mai-Serwa military camp since last May for refusing to renounce her faith.

Christian news services (particularly Compass Direct), Amnesty International, Human Rights Watch and the BBC have reported Eritrea's persecution of Christians. Significantly, the US Department of State now lists Eritrea as a 'Country of Particular Concern' for severely violating religious liberty. Obtusely, the Eritrean government keeps denying that any religious minorities are persecuted.

Magen David Adom officials said they evacuated five wounded civilian guards to the Soroka Medical Center in Beersheba, three of them in critical condition. Owing to the fierce gun battles at the site of the explosion, paramedics reported they had extreme difficulty in reaching the wounded in order to treat them.

The Aksa Martyrs Brigades claimed responsibility for the attack, as did Hamas and the umbrella Popular Resistance Committee. Fatah hailed "a martyrdom operation" at Karni, which is the main crossing point for goods transported to and from Gaza.

The Aksa Brigades claimed that they succeeded in sneaking a 100-kilogram bomb to the crossing. The attack was in response to the assassination of a member of the Aksa Brigades, the group said.

Severe damage was caused to the Karni terminal. It is the main crossing that daily transports truckloads of goods and merchandise between Israel and the Gaza Strip. It was open lately as a gesture to new Palestinian Authority chairman Mahmoud Abbas. This is the first major terror attack since his election a week ago."

Dr Hassan described some novel facts and figures he had gathered while conducting his ongoing research on suicide bombers. About 66 per cent of the Palestinian suicide bombers were high school or university graduates.

TIKRIT, Iraq -- Soldiers from the 201st Iraqi Army on patrol north of the city of Tikrit located a rocket-launching position in Kadasia on Jan. 11 containing three S-5K 57 mm Soviet-made rockets.

The rockets were loaded into a homemade rocket launcher aimed at the city of Tikrit.

Upon discovering the rockets, the 201st Iraqi Army Battalion called the Joint Coordination Center, which coordinated for an explosive ordnance demolition team to destroy the rockets in place.

The EOD team successfully destroyed the rockets without incident.

The tenacity and offensive mindset displayed by the IA in making this find demonstrates both the benefits of the intense training they have received and the motivation of the Iraqi Security Forces.

If they have the money, let them buy," Mikhailov told reporters at a briefing, referring to the first-ever joint Russian-Chinese military maneuvers announced by Defense Minister Sergei Ivanov last month.

Able to carry long-range nuclear cruise missiles, these strategic bombers would significantly boost Chinese nuclear capability, said Konstantin Makiyenko, a defense analyst with the Center for Analysis of Strategies and Technologies.

Over the past decade, China has been the top customer for Russian arms, stocking up on Sukhoi fighters, destroyers and advanced air-defense systems."
