As far as I can tell, it's another generic pejorative label used by the left, and defined as any somewhat right-of-center person we don't like.

I don't know where to start, but you have compiled a comprehensive manifesto of what ordinary citizens should fear most about liberals; they are not just misinformed idealists but are power-hungry authoritarians. This is not an extreme formulation; they want to change the way most people live. Your list, sir, is both a warning and a survival guide for those who hunger for true liberty. May we hope to read more?
