What was the purpose of the bibles?

There was (and is) a split between
those who hold that the common people can read and know the truth for themselves
and
those who hold that a clergy or scholared elite is necessary to correctly interpret the truth for the common man. That it is dangerous to expose the common man directly to the truth as the common man might not undestand the nuances of the truth.

Context is all. - I doubt that the Senate intended using the bibles to show respect for laws on the establishments of religions.

20,000 Bibles distributed to 20,000 whatever means the Bibles go to more than just the elite. They took one side in the debate. Call it the populist side, or the priesthood-of-the-believer side or the anti-elitist side.
