So I prefer the new name only because it includes more then the former name did.

Trivia question, when was the Department of War originated, and when was the name changed to 'Department of Defense'?

BTW, you may want to read some biographies about our famous military generals. In battle, they did not defend, they killed the enemy shooting at Americans. They did not sit down for tea as the UN would like to have us do. We killed our enemies.

I have probably read more then you have. You are not getting my point.

The departments of War, Navy and Defense were all merged under Truman into the DOD.

Defense includes more then war.

I considered rolling Homeland Security under Defense. Maybe as a sub-department. It would fit there very nicely I think. But HHS must go. CDC can go under Defense as well.

President George W. Bush is expected to propose what amounts to a freeze in spending in programs...

In other words, the budget increases will be smaller than expected.

Well, we just reorganized the entire federal government in less than five minutes. For G-d's sake don't ever run for office.

Half the budget is on wasteful social spending programs. The federal government could completely cut it's spending on education which should be done at the local level. It could get out of bailing out border hospitals and schools --- if the Mexican's won't pay for their health care or buy insurance, they can use Mexican clinics and hospitals which are far cheaper to operate.

Bush hasn't met a spending bill he didn't like.

Some of them didn't have enough spending but he signed them anyway.

Okay. Remember it was Truman that decided to drop two atomic bombs over Hiroshima and Nagasaki, fighting a WAR against the Japanese.

It appears that America should sit behind a hay bail with sling shots, and wait for the enemy to kill Americans. Now that is a real defensive posture to which many Americans would not subscribe.

BTW, there is a difference between the words 'then' and 'than.'

"WASHINGTON, Jan 6 (Reuters) - President George W. Bush is expected to propose what amounts to a freeze in spending in programs outside national security in a bid to show he is serious about meeting his goal to reduce the deficit, congressional aides and budget experts said on Thursday. White House officials said final decisions on Bush's fiscal 2006 budget have yet to be made. They said those decisions would determine the budget numbers."

That will certainly help us get to the Moon and Mars ASAP.

But the cap would only affect about one-sixth of all federal spending, budget analysts said. Discretionary spending does not include automatic payments like Social Security and Medicare.

83% of the budget is on auto-pilot? This needs to be corrected first.

I predict it will increasingly crowd out defense, the entire Mars mission and many other federal activities.

I think you're right. This will be a tough fight.
