Hayworth Condemns Mexican Government Sponsorship of Illegal Immigration Act of 'Deliberate Hostility' Must Cease, Congressman Warns

WASHINGTON U.S. Rep. J.D. Hayworth's first act after being sworn in for a sixth term in Congress was to send a pointed message condemning state-sponsored illegal immigration by the government of Mexico.

In a letter to Carlos de Icaza, Mexico's ambassador to the U.S., Rep. Hayworth called the Mexican government's continued encouragement of Mexican citizens to come to the U.S. in violation of our immigration laws "nothing less than an act of deliberate hostility against the United States - an attack on our sovereignty - and it must cease before it does permanent damage to our relationship."

Rep. Hayworth's action was in response to exposure of a booklet printed and distributed by the Mexican government entitled "Guide to the Mexican Immigrant." He said the booklet is only the latest flagrant example of the Mexican government's lack of respect for U.S. laws.

"The booklet is essentially a 'how to' guide for illegal entry into the U.S. that provides recommendations for illegal aliens in evading detection of federal authorities once in the U.S. Not once does the guide mention how a Mexican migrant can come the U.S. legally!" Hayworth said in the letter.

Hayworth pointed out that the U.S. welcomes over 1 million legal permanent residents each year, 20 percent of those from Mexico, an amount three times greater than any other country. He also noted that the 1986 amnesty conferred green cards on 2.8 million illegal aliens, about 2.5 million of whom were Mexican, which represents about 12 years worth of Mexico's current annual immigration quota.

"America has been a tolerant and generous good neighbor in its reception of illegal Mexicans into our midst. But enough is enough," Hayworth said.

Hayworth labeled as "disgraceful" the Mexican government's open encouragement of its citizens to head north. That, he said, not only breaks our immigration laws, but also "tramples the spirit of citizenship and assimilation those laws were meant to foster. Illegal immigration weakens our welfare, judicial, and educational systems, and costs Americans jobs. And it endangers our national security."

Hayworth warned Ambassador de Icaza that the Mexican government's expressed support for an accountable guest-worker program is jeopardized by that nation's support of illegal immigration.

"Such a program is simply not possible as long as the illegal invasion of America's borders continues with the active encouragement of the Mexican government. If the Mexican government wants to work constructively for immigration reform in general and a guest-worker system in particular, it needs to start becoming a partner in securing our border instead of an accomplice in overrunning it. Ending the distribution of the guide would be a good place to start," Hayworth's letter concluded.

I am writing to protest and condemn the Mexican government's continued encouragement of Mexican citizens to come to the U.S. in violation of our immigration laws. As an act of good faith, I call on your government to immediately cease the distribution of the "Guide of the Mexican Migrant," which is only the latest flagrant example of the Mexican government's lack of respect for U.S. laws. The booklet is essentially a "how to" guide for illegal entry into the U.S. But it goes even further by providing recommendations for illegal aliens in evading detection of federal authorities once in the U.S. ("Avoid attracting attention," etc.) Not once does the guide mention how a Mexican migrant can come the U.S. legally!

I know that your government will insist that this guide is nothing more than an effort to keep safe those committed to making the journey north anyway. But given your government's history of openly encouraging more Mexican citizens to head north, it is simply not believable.

The Mexican government has expressed support for an accountable guest-worker program. However, such a program is simply not possible as long as the illegal invasion of America's borders continues with the active encouragement of the Mexican government. If the Mexican government wants to work constructively for immigration reform in general and a guest-worker system in particular, it needs to start becoming a partner in securing our border instead of an accomplice in overrunning it. President Bush should do more than writing a letter, he should make it clear to his buddy Fox that we're not going to put up with it anymore, and he should impose sanctions on Mexico to put a stop to this insanity.

Ironically, one of the big selling points of the NAFTA deal was that it would greatly alleviate illegal Mexican border-jumping......but since that time it has skyrocketed.

Adding insult to injury American taxpayers are subsidizing foreign aid transfers to Mexico. The government of Mexico---with all of its oil revenue----needs to be taking care of its own people, not "outsourcing' them as wards of American taxpayers.


Mexico can well-afford it. Mexico has more "Forbes" billionaires, 11, than all but eight other nations. It has more billionaires than Saudi Arabia, Switzerland or Taiwan. It also has more than 85,000 millionaires


According to the CNN report, Mexico sits on oil reserves worth about $400 billion, but Mexico's state-owned oil company, Pemex, doesn't have the investment funds to tap those reserves, and Mexico's Congress refuses to allow foreign investment in Pemex.


According to Visa International that is now clamoring for a share of the transfer fees, American money sent South of the Border by illegals constitutes $38 BILLION this year alone constituting Mexico's second largest most profitable industry.

America needs to seal our borders and let Vincente Fox know that we will cut off every penny in aid he gets from the United States.

Blah blah blah. If you happen to live in any of the states that border Mexico as I have all my life, you would see that all this is cheap talk. Hell I was standing on the international bridge one day in Nuevo Laredo and watched a group of illegals float across the Rio Grande with their belongings held above their heads until the current delivered them to the U.S. side perfectly timed to land in a large bed of reads. Several illegals, one by one in broad daylight and not one Mexican officer standing around nor one U.S. Border patrol officer walked the 100 yards to the river bank to stop them. I could go on and on. I've seen so much down there it'll make your head spin. For most Americans, it's outta sight-outta mind. The average citizen doesn't have a clue what that border looks like. Abject poverty, criminal activity runs rampant. TB,hepatitis are so common due to the unbelievably unsanitary conditions down there. The Mexican government needs reform, it is corrupt to the bone. They provide only paltry infrastructure for their citizens and the rest of the wealth goes into the pockets of the well to do while their own people suffer. We should shut the borders down tight and DEMAND Vicente Fox reform the government and then we can talk about a guest worker program. Bush is negotiating with the Mexicans from a point of weakness due to his sickening political pandering as is the Governor of Texas Rick Perry. Mexico is a 3rd world country right on our border. American Corporations are allowed to go down their for cheap labor cost (Another story in itself), and put thousands of Americans outta work. Worse yet, The people that work at these factories live in shanty towns on the grounds surrounding the plant---think I'm exaggerating, go look at it for yourself. It's despicable. The Mexican Government, The President, Congress, State and Local governments should be ashamed of themselves for helping perpetuate this misery in the name of bringing jobs and a better standard of living to the Mexican people--it's poppy cock pure and simple. I hear rumors he's seriously thinking about it.

Also I heard him sub as the host on a local conservative am talk station, and someone called to ask him about running for higher office - he said he hadn't been sworn in for the new term as Congressman yet so it's a little premature, but that he was talking to his family about it.

I hope he runs for Governor - we need him badly. After a couple terms of executive experience, I think Hayworth would make a fine Presidential candidate. I really hope he takes that path.
