It was done like a breaking story with talking heads at a news desk with field reporters and such. Starred Ed Flanders
(St. Elsewhere) and the bomb, which domestic terrorists had rigged on a tugboat in a Charleston harbour, was captured. Feds move in and take out the bad guys but fool around with a bomb that has anti-handling devices hooked to it. KA-BOOOM!! Atomic blast on American soil. People freaked, as I recall...flooding new rooms with questions....police forces

Nicely done and scary as all get out. I think its on DVD somewhere.
I really enjoyed "Special Bulletin." I was thinking of it as well when I was reading this article.
They have "the day after" at the pawn shop for five bucks on dvd...
