A new Web site stirs the curious and the convicted.
Lisa Parsley went straight to the state Web site after she learned that the state police had posted names, photos and hometowns of sex offenders registered in Pennsylvania.
Now Parsley knows maybe too much: Her small zip code in her South Philadelphia neighborhood contains 50 convicted sex offenders, their names and crimes listed one by one on the new Megan's Law Web site run by the state police.
"Was I shocked? Yeah," said Parsley, 39, a real estate analyst. "Especially when I looked at the pictures. I thought, I've seen some of these guys hanging around."
Parsley was among the tens of thousands of Pennsylvania residents who logged on to the state police Megan's Law Web site yesterday seeking information about registered sex offenders in their communities.
Overnight, the state essentially outed more than 7,000 registered sex offenders - raising questions and concerns not only among the general public, but also among sex offenders who do not want their pictures, hometowns and criminal history on the Internet.
A 50-year-old Delaware County man, who was convicted of having oral sex with a 16-year-old in 1988 and spoke on condition that his name not be used, said he had paid his dues and now leads a stable and productive life.
"I'm not looking for publicity, here. I have to think of my children and my wife," he said. "Let's face it, their friends are going to start looking at them funny."
Nevertheless, he thinks the system was basically fair and that people have a right to know about dangerous sex offenders. "What's wrong is that they lumped us all into the same category," he said. "My particular crime was relatively minor."
The Megan's Law Web site, which is part of the Pennsylvania State Police Web site, lists offenders by name, county and zip code. Since the revised Megan's Law page was launched on Monday, the state police Web site is recording record numbers of hits, police officials said.
By mid-afternoon, 32,000 people had visited the Web site yesterday. On an average day last month, the site got between 3,000 and 8,000 visits, police said.
Almost 30 percent of the state's sex offenders live in Philadelphia and its suburbs, although that includes in some cases offenders still in prison.
A number of residents queried in Philadelphia and the surrounding counties were not yet aware of the Web site. But many residents, especially parents with small children, said they would use the Web tool and, if they discovered an offender nearby, they would take extra precautions and spread the word in their communities.
Robin Ackerman, 30, of Newtown, Bucks County, who was loading her two children into her car in a shopping mall parking lot, was stunned to hear there were four registered sex offenders living in her community.
"Oh my God," she said, looking down at her 4-year-old son and 2-year-old daughter. "It's important to know. You need to protect them."
Ackerman said she felt somewhat torn about the site because of the privacy issues involved.
"We're all entitled to our privacy, but when you break the law, you give up some of your rights," she said.
Others said they thought the Web site would be an important resource for parents.
"I think it's valuable," said Stacey Yantis, chairwoman of the PTO Council of the West Chester Area School District, who will alert other school representatives about the Web site, which lists a dozen sex offenders in West Chester.
"We live in a world that is not like the world we grew up in, and we need to make sure that we are aware and our children are aware of the dangers we face on a daily basis," Yantis added.
Deanna Daly, 18, a freshman at Drexel University, sees the Web site as a way to better know what dangers may exist in her Center City neighborhood.
"I think the Web site will be helpful," she said. "I'm out at night, and I want to know who's out there."
But civil liberties groups and public defenders are concerned about vigilantism, an issue that made headlines in New Jersey, where Megan's Law was born.
Since the N.J. law's passage in 1994, there have been several incidents involving angry residents harassing and even assaulting freed sex offenders.
The most notorious case involved a Linden man who was sentenced to 10 years in prison for shooting at the home of a paroled rapist in 1998.
In 2003, a New Jersey court permitted the state Attorney General's Office to post on the Internet street addresses for all moderate to high-risk offenders.
"We haven't seen the dire predictions about vigilantism arising from the law or the Web site," said Peter Aseltine, spokesman for the New Jersey Attorney General's Office.
Laura Ahearn, executive director of Parents for Megan's Law, a national child-advocacy group, said there had been relatively few incidents in the 46 states that now have some form of Internet sex-offender registry.
"This is not an opportunity for people to run others out of the neighborhood, but to take precautions and use the information responsibly," she said.
In Pennsylvania, street addresses are only posted for the sex offenders classified by the courts as "sexually violent predators." There are currently 60 individuals in that category and many of them are in jail.
There are disclaimers on the Pennsylvania state Web site cautioning users against using the information to threaten or harm released offenders, and state police say they will prosecute anyone who does.
Upper Darby Police Sgt. Glen Monkman said he did not expect any problem in his community, which has 14 registered offenders and has had experience alerting neighbors about several sexually violent predators, through door-to-door community notification.
"We've had to do community notification on several occasions and we'd had no problems, thankfully," he said. "At least here in Upper Darby Township, there has been no vigilantism, and no trouble."
Parsley, who works at home and is involved in the South of South Street Neighborhood Association, said she had no idea she would be so moved by what she learned about some of her neighbors.
"It affected me more than I thought," she said. "I know I'll be scrutinizing people more closely and wondering, 'Are you on the Web site?' "

Of course sex offenders don't want their names and pictures posted...they're sex offenders.
I found one that supposedly lives ON MY STREET, at an address that doesn't exist.
Just goes to show that these databases are not foolproof.

I hope you wont mind me asking but do you see anything different when it comes to your neighbors (neighborhoods)?
Some recent research revealed that many of those now so labeled were lumped into the general category retroactively.
For example, some who are now in their 50's or 60's were "caught" in the back seat of a car with their (same/similar age) girlfriend...others who were found urinating in a public park (park restrooms locked) charged with exposure - which was categorized as a "sex offense." Bogus!
I believe the term ought to have a narrower definition. Rapists, child molesters, and sellers/makers of child porn, voyeurs (peeping Toms and hidden videotapers) & exhibitionists belong in the group. Show these sorts some toughness - send them up for a long enough time to really get the point across!
So do those guilty of statutory rape - where there is greater than maybe a four or five year difference for those age 14 on up, (unless you are possibly dealing with one party who is an emancipated minor living on their own) or where one party is mentally incapacitated/unable to knowingly consent.
Also include those who knowingly solicit (no entrapment through deliberate misrepresentation allowed) a minor for illicit act(s) via telephone, classified ad,regular mail, or e mail...
IMHO, those are the only ones who are a real risk. Any others lumped in - and there seem to be many - just aren't worth worrying about. Those sent up on the lesser offenses - hell, they have done their time - just leave them in peace, I say. There is a whole lot of fear and a lack of thinking behind this stuff.
P.S. I have a 20 year old daughter, and a young son - so this is the perspective of one with kids.

Yes, I have. I discovered a local person that I had worked with for about a year. He has since found another job, but I about fell off my chair when I brought up his picture and recognized him. Wow! What a shocker.
In fact, according to a very recent and comprehensive Swedish study conducted over more than a decade, except for serial rapists/child rapists - who fall into the same specific pattern of sociopathy as serial killers and certain arsonists - "other" sex "offenders" are among the LEAST likely of all criminals to reoffend or be reincarcerated - with or without "treatment".
Murderers, drinkers, drug users, manufacturers and sellers, violent robbers, burglars - all have recidivism rates which are noticeably higher. For a blind comparison, I compared the rates for other types of crime from the Swedish study to two completely different studies conducted in the US and the UK - also on other types of crime.
The results were within +/- 1 to 2 % points of being the same - category by category...which would suggest both an accurate methodology for the study, and results which held consistent across three distinctly different, yet western societies. Human nature is human nature, in other words.
The old investigative reporter's axiom should come into play here, "follow the money". There is money to be minted and otherwise useless and unemployable Liberal psychologists, psychiatrists, and sociologists to be employed in state-funded programs to "treat" these bad, bad people ad infinitum; people with this hard-to-clinically define "condition" which may or may not ever be "cured".
It is a bit like the war on poverty, they insist upon throwing money at the "problem" year after year, without ever proving that their pet programs definitely work. Any results ever shown are with the caveat that "these are preliminary studies of our program". Invariably, what they always seem to need is "more time" and "more funding" to achieve some incremental, undetectable improvement in their "success ratio".
If that approach doesn't work by itself, they just resort to an old, classic Liberal ruse - expand the definition of the problem in order to expand the numbers of those who fall into the category of needing their programs, their expert "help". Liberals NEED people to be hurting, afraid, hungry, or otherwise suffering and miserable - because then THEY are needed - that has ALWAYS been their base of political power.
Am I just being cynical, or can you think of any other scenarios in which they have employed these tactics?

Was that in a database of all kinds of sex offenders? If so, what makes you so sure he has any interest in 16 year old girls, or even females of any age, for that matter?
This is the scary thing..Many of these people look and act normal in every other way..That is why they have such an ability to charm and then harm their victims..While some of the people on these lists have committed lesser crimes, they, nevertheless, did things which are taboo in our society. I think lists such as these are part of the punishment deserved by those who step outside those boundaries and will deter some from these crimes in the future. Certainly, we need to give parents all the help we can as they strive to protect their children.

It is true that not all sex offenders are equal, and many of the more serious repeat offenders are not prosecuted, therefore their names never show up on a registered sex offender list. I am dealing with such a situation at present. CACD investigations in 3 states have made true findings on this guy for having sex with children (he likes them 5-7), but not a single one of these state's has prosecuted him. Meanwhile, I have a dad who can't get custody of his children because he is a registered sex offender. He was 19, got messed up at a party and got with a girl at the party. She got mad at him later and told him that she was only 15 and was going to tell her mom. This was like 9 years ago.
Personally I'd be much more interested in a list of violent B&E offenders.
Nobody I recognise in my locale, but I have a coworker whose stepfather is on the West Virginia site. Would you believe her mother is still married to the S.O.B. and my friend has had to make her peace with with that. Yes, she was his victim.
