It's confusing, but there are 2 Dailams. One in north by Caspian in a mountainous area, and one in south.
This explosion was supposedly in south.

Russians exporting fine designs like Chernobyl now ?
Daylam is about 150km from Bushehr, where a controversial nuclear plant is being built with Russian help. Not Uncle Sam for sure, we wouldn't miss by 150km :)
