In a perfect chess move Jeb can do anything he wants to save this woman as long as his Brother the President will pardon him should any jeapordy arise from it.

Felos filed petition and Greer ganted order to law enforcement not to remove Terri. DCF statute orders law enforcement to help remove. Which trumps Executive or Judicial. I think Jeb wins this one.
Most of history suggests that the side with the guns wins. That would be the administrative branch here.
