If it was done 'right', they would have made the rule changes on January 3rd when they organized the Senate... Dithering is not helping the cause.
What the GOP needs to do is to force the filibuster to be a tru 24/7 filibuster and leave it at that.
Let the Dems filisbuster, but change the voting rules so that it is a majority of the members present and no more than 2/5ths of the body against... or at least change it so that it is a real 'cloture'. ... fine if they invoke cloture - BUT THEY HAVE TO KEEP TALKING.
There are many ways to skin this cat.

PR is *always* needed, because any majority is one election away from being a minority again, if it doesn't pay attention to the opinions of the people.

We don't have both houses of Congress. Two deeply controversial narrow electoral victories have weakened the President. The Republicans in the House are ethically challenged and in complete disarray; Tom deLay soon will resign or face expulsion for his transgressions (which, incidentally, are based on rules that apply only to Republican leaders).
But the Republicans do not now and have not had a majority in the Senate, which, under its byzantine rules, requires 61 Republicans (or 40 Democrats). Harry Reid is the Senate Majority Leader--and for good reason; his party holds a negative-eleven-vote majority--and that's good enough to forge ahead boldly with his agenda (to obstruct).
We need--to take control of the Senate--15 new Republican Senators (Republicans, not RINOs like Chafee, Specter, ...). This will require a demographic shift in our favor. The Democrats will defeat Senators from Montana and Pennsylvania this cycle. We shouldn't disparage RINOS, however; they can be helpful from time to time, as can an occasional DINO like Zell Miller.
