Yeah, that's why the KLA was being supported and given safe haven in Albania.
The Kla has STRONG ties to drug rings in albania and it wasnt really "support" for them to roam in albania it was fear of them. Albania is a weak country, especially in that time during the conflict just coming out of anarchy, it had no apparatus for establishing control.
