Generally speaking females are more sensitive to being naked then men, so to compare the two isn't really fair, however, in a word, yes.

Rapists rarely get 11 years. Putting panties on an alleged terrorists (not soldiers) head and humiliating them isn't even in the same ballpark as rape. Giving them 11 years in Levenworth for behaving like perverted frat boys is serious overkill.

A dishonorable discharge has permanent ramifications on their reputations for the rest of their lives. It isn't letting them off easy, it is giving them the punishment and humiliation they deserve.

So if the military must reduce their standards to meet their recruiting goals, and the author is suggesting that these lower standards are effectively an excuse not to punish Lynndie England, then our troubles in Iraq could be solved tomorrow. Just take every convicted murderer in the U.S. prison system out of confinement and turn him loose in Iraq with six months worth of ammunition and no chain of command to oversee them.
