Well since you appear to be quoting me I did read it and maybe I'm missing something, could tell me what's changed? Are you or are you not already required to prove who you are when boarding an airplane or entering a federal building?
Walking "outside" was not meant literally. If you are outside watering your garden, no. If you jump in your car and are in an accident or break some a traffic law, yes. If you take a walk around your neighborhood, no. If you are walking in some bad part of town at night looking like a Mara Salvatrucha, yes. If you have to go to your dentist/medical doctor, no (but this would require driving, so it would be yes for the driving part if one is stopped by the police).

Yes that's what I meant, walking down the street and a cop arbitrarily stops and asks you for your "papers" and a national id is required or else. That is something no way I could support nor would most Americans. I don't see this legislation doing that.
I know first hand of someone who was born in the Canal Zone and now has been living in Texas for many years. All our birth certificates were packed up and sent to Washington D.C. in 1999 under the care of the State Department. Well guess what. The State Department lost his birth certificate. What is he going to do now? He has a “copy” of his birth certificate but isn’t worth anything since it isn’t a “certified copy” from the State Department.

No. First of all, there are not that many cops in the U.S., not like here in Panama. (My cultural shock when I go to the State is always not seeing any cops around since we have cops everywhere here.) Heck, in the States they can't stop you if you look like an illegal (a Mara Salvatrucha yes). There is nothing to worry about in this area. Business deals and car infractions will most likely be another thing.
There are privacy concerns raised by the following section(s), which you probably skimmed past:
(d) Other Requirements- To meet the requirements of this section, a State shall adopt the following practices in the issuance of drivers' licenses and identification cards:
(1) Employ technology to capture digital images of identity source documents so that the images can be retained in electronic storage in a transferable format.
(2) Retain paper copies of source documents for a minimum of 7 years or images of source documents presented for a minimum of 10 years.
These, of course, are the sections which cause concern to civil liberties and gun-rights groups. I share their concern.
I do not object to providing added documentation while renewing my license. However, I do object to having my private documents, etc. info copied & retained for 7-10 years, and spread across the country.
I also strenuously object to this legislation because it appears to do nothing to solve the problem of illegal immigration. No deportation, no nothing. They just can't get a drivers' license. Big deal.
No, if you mean the Canal Zone, the birth certificates were kept in the basement of the Canal Zone Administration Building (located in Balboa Heights). The entire building was built with reinforce concrete. There was once an electrical fire on the second floor where some renovations were being done. Some carpets and furniture were charred beyond recognition but not much more. Most of the damage was from the water being thrown onto the fire.
No, this was in Crawford County, Pennsylvania. I’ll find out soon as I just ordered my certificate on line ($17 total). PA finally entered the 21st Century.
It would be a heck of a lot better if the government would simply enforce immigration laws and stop giving visas out to terrorist nations, if it were up to me that would be the way to go.
The only thing I'm saying with the Real ID Act is there doesn't appear to be much in the way of changes to what they're already subjecting us too except for the additional burden of proving who you are.

In the Canal Zone case, this gentleman is in his 70s, born outside of the U.S., and at this point, witnesses would be hard to find especially since he has been out of touch with everybody in Panama for a zillion years.
Some of those requirements like facial recognition are already taking place in NY when getting a license and have been for a while. Probably other states are doing it as well and sharing the information when looking for deadbeats or criminal suspects. I'm not saying it's something I necessarily am in favor of only that much of this is already going on and now the federal government is mandating all states do it uniformly.
