Black pedestrians stopped three times more often
SAN ANTONIO - Police officers stopped black pedestrians last year three times more often than Hispanics or whites in San Antonio.
Once stopped, black and Hispanic pedestrians were searched close to half the time, yet police found contraband 22 percent of the time.
The findings come from an examination of police records by the San Antonio Express-News. The statistics, collected by the San Antonio Police Department in compliance with state law, covered 216,707 officer-initiated contacts in 2004.
Critics said the numbers show officers are overzealous when choosing whom to search. Others said the searches were justified because contraband was found more often on minorities than whites.
Without an exhaustive, costly analysis, the raw data is open to interpretation, Police Chief Albert Ortiz said.
The analysis showed black and Hispanic pedestrians were at least twice as likely to be searched as whites. However, officers found contraband at about the same rates, an indication that the searches were well-founded.
In a report to the City Council, Ortiz wrote that more patrols in high-minority population areas means more minority stops.
With pedestrian stops, the issue of racial profiling is more contentious. Unlike with traffic stops, where drivers' races often are obscured by tinted windows, officers know the race of pedestrians they stop.
"It gives rise to some concern," said one racial profiling expert, Alejandro del Carmen, an associate professor of criminology and criminal justice at the University of Texas at Arlington.
Given the high stop rate for black pedestrians, del Carmen said he would question the wisdom of how police use their discretion.
Which renders this author's article speculative and pointless.
So we should be using the national census to figure out
who to stop?
What percent of the pedestrians were black?
Twice as many Mexicans live there and twice as many get stopped. Not hard to figure out Sherlock.
Depends on the location. Black on black crime has long-time been an epidemic in the inner city.
And in any given town where does one go to buy drugs?
Now that the powers to be have lowered the qualifications for being a police officer, it should be fairly easy to institute a policy of "only like races shall stop and question those of the same race".
With a little imagination policies could be implemented which would ensure that women are only stopped by female police officers. Homosexuals, mental midgets, lepers, illegal aliens etc. etc., the same. (whitey, of course, would not be included)
So everyone write your local sheriff and demand these policies go into effect as soon as possible. The life you save may be a minority.
Does the category "pedestrian" include "crack dealers standing on street corners"?
Speculative perhaps, but not pointless.
There's a new generation of ignorant Americans ripe for the "Progressive" pickings.
It's no accident that there is a rash of these "negative" bits of Americana suddenly appearing.
Jesse Jackson said plainly, and I certainly agree with him that, specially at night, he would be more fearful if a pack of black 'kids' in their 'do-rags' and about to lose their pants are following him than a group of white kids leaving a bible-school class.
Hate America guys. It's an evil place!

Racial profiling is a very useful tool because it works. Black males a 7% of the population but commit 60% of the violent crimes in this country. Even the "toadlike" Jesse Jackson is relieved when he hears footsteps behind him and turns around and sees a white male instead of black male (his words not mine) walking behind him.
This appears to be a bogus article. It's not been posted at dfw.com in the last seven days. That, or they've pulled it, which I can't imagine why.
Poor black man gets killed, goes to jail again....

What were the situations in which these black pedestrians were stopped? For instance, I have noticed that frequently I will see groups of 8-10 young black males walking down the streets near my parents house. They will be spread out across the entire street so that traffic can't get by, and they are loud and disruptive. And yes, they do commit crimes, like stealing bicycles and other items carelessly left in front yards. I don't see white or hispanic kids doing this. If a cop sees something like this, should he go looking for some white kids doing the same thing and stop them first? If the people who live in a neighborhood complain about disorderly black pedestrians walking around for no apparent reason other than to be disorderly, do the cops ignore it?
Yes. Many years ago I had to rely on a bus and two miles of walking to get to work.
I lived in a rural/suburban area where very few people were pedestrians.
I met all sorts of people I never would have met, if I had been driving a car.
Pedestrians --- or loiterers?
I live in an area that has a huge poor black population. It is amazing to me how men, teenagers & mothers with babies in strollers abuse the jaywalking rules. I have had to swing wide many times to avoid hurting someone running against the lights in the middle of a busy two lane street. Terrifying! One town over and this problem disappears.
I've often wondered if this played a part in the horrific Gavin Cato-Hasidim abulnce tragedy that sparked the Crown Heights pogram.
