A government that doesn't trust it's citizens, is a government that can't be trusted.

Probably not planning a brutal dictatorship. Likely they just have in mind a 'benevolent' dictatorship. One that needs complete control of people for their own good.
The problem comes when a benevolent dictatorship fails to work, so it must turn brutal in its ultimate effort to protect the people from themselves. It's all for the common man, doncha know.
