Actually, they have not yet officially voted on her approval. I believe that many of these 26 will vote against her when the time comes.

I think you are right. I definitely heard Sarbanes announced as voting Yes, but later in the roll call I heard him listed as voting No. Apparently Senators can announce a vote and then change it as long as votes are still being taken.
