No! Really?

Phoenix, the top-ranked city in this category, mirrors the national collision average of one accident every 10 years.

I just knew Phoenix would have a top-ranking spot in something.

I guess I'm confused. The chart tells me that Philadelphia is ranked worse than Phoenix, with a liklihood that one would get into a collision every 6-7 years. This is worse than once every 10 years.
