Did Kerry really release Navy records? - (John O'Neill issues challenge; Kerry unresponsive)

A front page story in the Boston Globe claimed that: "Senator John F. Kerry, ending at least two years of refusal, has waived privacy restrictions and authorized the release of his full military and medical records." In another Globe story Kerry had promised "The truth in its entirety will come out." But did it?

Kerry's election hopes faltered last summer and fall as accusations of fraudulent and incomplete military records were aired. The fact that Kerry repeatedly refused to sign a single-page military form called the Standard Form 180, that would have released all his military records to the public, was taken as proof he had something to hide.

Swift Boat Veterans for Truth head John O'Neill, who raised many of the charges against Kerry during the campaign, was challenged by Kerry on "Meet the Press" in January. Kerry promised he would sign his Standard Form 180, but he wanted former Swift Boat officer O'Neill to sign as well.

All depends on how it's filled out

O'Neill did sign it and provided copies to the Chicago Sun-Times. According to O'Neill, "The Standard Form 180 could release 'the full military and medical records.' Or it could release just a few. It all depends on how it is filled out and where it was sent."

"There is nothing magic about signing a SF 180," said former Naval Judge Advocate General Mark Sullivan. "It is sort of like your checkbook. You can fill out a check for one dollar or a million. It is the same check form."

"And the Globe story says Kerry sent it to the Navy Personnel Command, which is only a limited storage location. So it is not surprising that the Globe then notes that what they received was largely 'duplication' of records previously released. The Navy Personnel Command primarily stores a subset of service records rather than a person's full military records. There is no doubt there are a lot of after-action records missing from what Kerry has released," said Sullivan.

Kerry's not talking

Washington Post reporter Michael Dobbs has already found a discrepancy confirmed by the Department of the Navy of "at least a hundred pages" missing from those already disclosed by Kerry.

"If you take a look at my SF 180," O'Neill said, "you will see I have authorized the total release of all my records to anyone requesting to see them. But without seeing how Kerry's SF 180 was filled out, everyone is only guessing about what was released."

So how an SF 180 is filled out is as important as signing it. But no one in the press has yet claimed to have seen a copy of Kerry's SF-180. When asked if she had a copy of Kerry's SF 180, the Globe's Managing Editor Mary Jane Wilkinson said, "I haven't seen it, and I don't know if anyone here has."

Kerry's Senate offices could not provide a copy of the Kerry SF 180 and would not answer inquiries. Is it possible that Kerry filled it out wrong or sent it to the wrong place?

O'Neill made Kerry an offer. "I'll be happy to bring one to Kerry's office and help him fill it out. And then we can take mine and his and deliver them to the right place together to make sure, as Kerry puts it, 'the truth in its entirety will come out.' "

Now that the Boston Globe has in its possession what it claims are Kerry's "full military and medical records," is the Globe ready to make these records available to the public? Wilkinson replied, "It is my understanding that Kerry will release these papers to anyone else now that he has signed the Form 180. The Boston Globe is not going to make available the papers we have received."

Looks to me like Kerry never planned to satisfy the likes of John O'Neill, FR, and everybody else following this issue. The sole purpose was to do something to be used for talking points when the subject came up in the MSM, Sunday-morning news shows, future campaigns.

He filled it out before he didn't fill it out.

What complete trash, and why now? He's chomping at the bit to start campaigning again. Misses the media attention. Wants to take advantage of the recent criticism of the war (bs prisoner abuse, etc.) He can't stay away from these incidiary issues and wants to re-live the '70s again.

His people still don't realize that it was his fellow vets who were his downfall. (and the families...and those currently serving).

He has no concept of the word honor.

Those of us who were actually in combat in Viet Nam know that Kerry is as phony as a three dollar bill.

NOBODY, I MEAN NOBODY gets three PH's in less than four months and does not spend one night in a hospital. NO ONE!

So this clown can dance around all he likes but how the veterans in Massachusetts ever let this fraud stay in office all these years is mind boggling to me.

His DD214 is on he web-site - you might recall that he did not get accepted to Harvard Law because he was discharged with "less then honorable".

The admissions board noted that with that type of discharge, he would not be able to sit for the law exam and board in many states so, he was not accepted.

I don't remember but did W sign a Form 180 and if he did (I think he did) who did he release the records to? I'd like to know so that when a lib screams "Kerry signed his 180 and the GOP still isn't happy", I have something to rebuke them with.

I've known a lot of real WW2 heros and never ever heard one of those guys talk about his exploits like "Phoney Kerry" does.

The truth here is...that if a serious Vietnam War vet...chooses to run in the next Senate election against Kerry, and completely opens up all of his records...Kerry will have to open up his or face defeat. And Kerry can't afford to admit to the public that he was "booted" out of the navy, and that Carter's adminstration just wrote up a nice general discharge instead. It'll be black and white in the records...which you really wouldn't want to admit. I think we need to find a clean-cut Republican from Mass...who has a open history...and just let him run as a "open-book". Kerry wouldn't be able to debate the guy without this topic coming up.

Here is a blank SF 180 -- you can see that you can authorize release of only certain years, and release only to certain entities. (in.pdf)
You can even choose to have a "deleted" or "undeleted" version of the DD214. (see below)

Kerry only released them to the Boston Globe and we have yet to see a copy of his signed 180, so we can see, which years did he allow to be released.

The DD214 is rather limited in what it would tell you. You can have your DD-214 modified after the fact by filing another SF-180 to have medals modified if they were issued after your initial seperation for example (IIRC).
You really need the whole record, including medical records to get the complete picture.

Hey Kelly, it's Mass. The same state that keeps on sending Teddy K back to Washington. Maybe not a majority of veterans as they tend to have a better B.S. meter than non-vets, but the voters in general.

The more I think about it, the more I believe, that Kerry signed the 180 authorizing release of only certain years, and ONLY to the Boston Globe. I bet he and the BG had an agreement, that this will give cover to Kerry, so he can say he signed the 180, and the Boston Globe will NOT release an actual copy of his signed 180, so the rest of the world can see the limitations, nor will the BG publish anything, that wasn't already released by Kerry.

They must think we are all stupid.

Thank God for O'Neill for speaking up.

This isn't complicated. The Form 180 only has two options: request an undeleted or deleted version. It should be clear from the material received which version Kerry requested. This is from the form:

Be sure to show EACH year that a Report of Separation was issued, for which you need a copy.

An UNDELETED Report of Separation is requested for the year(s) This normally will be a copy of the full separation document including such sensitive items as the character of separation, authority for separation, reason for separation, reenlistment eligibility code, separation (SPD/SPN) code, and dates of time lost. An undeleted version is ordinarily required to determine eligibility for benefits.

A DELETED Report of Separation is requested for the year(s)
The following information will be deleted from the copy sent: authority for separation, reason for separation, reenlistment eligibility code, separation(SPD/SPN) code, and for separations after June 30, 1979, character of separation and dates of time lost.

kerry was very lucky to be in navy not my unit. he would have been sent home with very real wounds- 101st abn 69-71
many of us bled but never got p hearts as those were reserved for wounds that removed you from combat..how he can to this day claim these p hearts shows the true nature of this "man"..a disgrace to those who served while he ran from battle - 3 months and an out without major wounds-only in Democrat circles could this man be called a hero.

People should look at the damn Form 180. Sending the request to the Navy is not an option. For anyone from Kerry's years in the Navy the request has to go to code #14, which is the NPRC in St. Louis.

Also the Form 180 is really just a request for the "separation" details. There wouldn't be "after action reports" in it. For crying out loud.

This is typical of the sloppiness involved here.

Rumors were floating around that Kerry had FBI problems due to his anti American Vietnam activity and that Carter helped wipe his slate clean. He used his 3 Purple Heart scratches to bolt from Vietnam and I am convinced it was planned. He had no intention of staying a full tour. I was amazed to see soldiers get one Purple Heart for numerous injuries that were serious. This joker Kerry manages to find 3 people that would award him medals? I would like to see the names of the 3 men signing off on the awards.

How can you be such a self-acknowledged Viet Nam War "hero", when you are such a sniveling coward when it comes to a little after action paper work?

Genuinely courageous people can look adversity squarely in the eye, and deal with the issues and consequences honestly, completely, and without flinching. (For an example of such a courageous person, you need look no farther than our President Dubya).
