but neither was the New London, CT neighborhood. They just have to re-zone it, and when they see the potential for the tax income, how could they say no?

This is where all the fun starts. Before I retired, I used to get so frustrated with those Mental Midgets down at City Hall. I often stated that when I retired I would hire a Lawyer to sit out in front with me and offer services to all who were aggrieved. So in response to your post wherein you wrote;

Often one of the hurdles to obtaining a building permit is to overcome the burden of changing the current zoning to something more favorable to your purpose.

In this case, with the current SC decision still fresh on everyone's mind, the application to build could simply ask that the zoning be changed.
