Not a new story. It is a typical liberal approach, even though Bush is doing it too, to moan and wring their hands over some grievous problem then throw money at it but make sure not to make it go away so you can later moan about the same thing and throw more money at.
It seems to me to be just another avenue which the left is excellent in doing - getting us to pay for their efforts to destroy us. They do it all the time here at home where most of them work for the government and in the school systems or some NGO paid for by foundations and taxpayers or PACs where foreigners and people like Soros can pour money into them. They know where all the goodies are because they put them there.
