Legally speaking, nude pictures of kids aren't per se kiddie porn. There needs to be a sexual aspect.
Child porn isn't just child sex photos, but naked photos of children.
Legally speaking? No. Otherwise, anyone who ever took a picture of their toddler in the bathtub would be a child pornographer.
