CFR's Plan to Integrate US, Canada, Mexico (Americans Being Betrayed)

CFR's Plan to Integrate the U.S., Mexico and Canada by Phyllis Schlafly, July 13, 2005

The Council on Foreign Relations (CFR) has just let the cat out of the bag about what's really behind our trade agreements and security partnerships with the other North American countries. A 59-page CFR document spells out a five-year plan for the "establishment by 2010 of a North American economic and security community" with a common "outer security perimeter."

"Community" means integrating the United States with the corruption, socialism, poverty and population of Mexico and Canada. "Common perimeter" means wide-open U.S. borders between the U.S., Mexico and Canada. "Community" is sometimes called "space" but the CFR goal is clear: "a common economic space ... for all people in the region, a space in which trade, capital, and people flow freely." The CFR's "integrated" strategy calls for "a more open border for the movement of goods and people."

The CFR document lays "the groundwork for the freer flow of people within North America." The "common security perimeter" will require us to "harmonize visa and asylum regulations" with Mexico and Canada, "harmonize entry screening," and "fully share data about the exit and entry of foreign nationals."

This CFR document, called "Building a North American Community," asserts that George W. Bush, Mexican President Vicente Fox, and Canadian Prime Minister Paul Martin "committed their governments" to this goal when they met at Bush's ranch and at Waco, Texas on March 23, 2005. The three adopted the "Security and Prosperity Partnership of North America" and assigned "working groups" to fill in the details. It was at this same meeting, grandly called the North American summit, that President Bush pinned the epithet "vigilantes" on the volunteers guarding our border in Arizona.

A follow-up meeting was held in Ottawa on June 27, where the U.S. representative, Homeland Security Secretary Michael Chertoff, told a news conference that "we want to facilitate the flow of traffic across our borders." The White House issued a statement that the Ottawa report "represents an important first step in achieving the goals of the Security and Prosperity Partnership."

The CFR document calls for creating a "North American preference" so that employers can recruit low-paid workers from anywhere in North America. No longer will illegal aliens have to be smuggled across the border; employers can openly recruit foreigners willing to work for a fraction of U.S. wages.

Just to make sure that bringing cheap labor from Mexico is an essential part of the plan, the CFR document calls for "a seamless North American market" and for "the extension of full labor mobility to Mexico."

The document's frequent references to "security" are just a cover for the real objectives. The document's "security cooperation" includes the registration of ballistics and explosives, while Canada specifically refused to cooperate with our Strategic Defense Initiative (SDI).

To no one's surprise, the CFR plan calls for massive U.S. foreign aid to the other countries. The burden on the U.S. taxpayers will include so-called "multilateral development" from the World Bank and the Inter-American Development Bank, "long-term loans in pesos," and a North American Investment Fund to send U.S. private capital to Mexico.

The experience of the European Union and the World Trade Organization makes it clear that a common market requires a court system, so the CFR document calls for "a permanent tribunal for North American dispute resolution." Get ready for decisions from non-American judges who make up their rules ad hoc and probably hate the United States anyway.

The CFR document calls for allowing Mexican trucks "unlimited access" to the United States, including the hauling of local loads between U.S. cities. The CFR document calls for adopting a "tested once" principle for pharmaceuticals, by which a product tested in Mexico will automatically be considered to have met U.S. standards.

The CFR document demands that we implement "the Social Security Totalization Agreement negotiated between the United States and Mexico." That's code language for putting illegal aliens into the U.S. Social Security system, which is bound to bankrupt the system.

Here's another handout included in the plan. U.S. taxpayers are supposed to create a major fund to finance 60,000 Mexican students to study in U.S. colleges.

To ensure that the U.S. government carries out this plan so that it is "achievable" within five years, the CFR calls for supervision by a North American Advisory Council of "eminent persons from outside government . . . along the lines of the Bilderberg" conferences.

The best known Americans who participated in the CFR Task Force that wrote this document are former Massachusetts Governor William Weld and Bill Clinton's immigration chief Doris Meissner. Another participant, American University Professor Robert Pastor, presented the CFR plan at a friendly hearing of Senator Richard Lugar's Foreign Relations Committee on June 9.

Ask your Senators and Representatives which side they are on: the CFR's integrated North American Community or U.S. sovereignty guarded by our own borders.

Look at the membership of the CFR and tell me she doesn't have a chance.

All of the final candidates will be of their choosing, unless there is a patriotic third party run and they will crush that for sure.

Don't be fooled by W standly briefly on his hind legs for a while there. He's got his orders and he'll do what he's told, same as the rest of them.

The writing is on the wall. GWB should rot in hell for eternity if he agreed to this.

I can't think of one thing he HASN'T agreed to, no matter how liberal the agenda.

Good post, Mon.

.....it doesn't allow the traditional Constitution based government that was established by the founding fathers to survive in its present form.

It'll be interesting to see how this "North American Community" will recognize the individual right to keep and bear arms. As of right now the one-worlders/gun-grabbers have a big problem -- firearms laws are actually being relaxed in most states, and more Americans than at any time in recent history are securing CCW licenses, fully aware of their 2nd Amendment rights.

A society like the one the CFR goons envision cannot function as intended with a bunch of "vigilante" types running around with "Liberty's teeth" packed on their person. ......And if they think they have a chance in hell of taking away our guns without suffering the consequences individually, their delusions would be dashed in short order.

Perot never had a shot, neither will Tancredo, unfortunately, because they wanted America first, not elitism, and not One World Government.

I wholeheartedly disagree. Ross Perot and Tom Tancredo have been kept out of the White House by their own shortcomings and not some CFR "vetting" process.

As for Perot, I don't believe Perot actually wanted to be president. He seemed to have a good shot at the office before he quit in the summer of 1992. By election day, he had been discredited by his own antics.

Before Rep. Tom Tancredo (R-Colo) can be considered a serious candidate for the White House, he needs to first enter the big leagues--win a Senate seat, a governor's chair, or a Cabinet position. It's tough to run for president from the House--as Jack Kemp, Bob Dornan, and Dick Gebhardt, and others have learned.

The CFR may be an influential think tank that leans liberal, but it's not all-powerful. These days, the Heritage Foundation, the Cato Institute, and other such think tanks are giving it a run for its money.

Great, a National Championship of Treason.

By the way, the CFR plan has already gotten the approval.

Tea party" anyone?

If We the People, come tax time, refuse to continue financing a Government that subverts our constitution this way, perhaps we could get this Nation cleaned up, they'd have to listen or go bankrupt.

There is only one other solution. I'd place bets though, that the largest part of our people would rather sit on their fat butts and pretend our Sovereignty is not being threatened, that nothing interferes with their perfect little lives...than to tell the tyrants within our own government to CEASE AND DESISTS..or else.

As far as getting on TV news shows, maybe, or holding events where they can schmooze with politicians and get C-SPAN coverage.

There is one significant difference, though. Anyone can "join" the Heritage Foundation by sending them a check. As I understand it, one has to be invited to join the CFR, and only an elite few are so invited. (Someone posted a membership list a few years ago, but I wouldn't know where to find it. Anybody know?)

Robert Pastor is a fellow for the CFR, I think.

A North American Community
A Modest Proposal To the Trilateral Commission
Toronto, Ontario, Canada
November 1-2, 2002
DR. ROBERT A. PASTOR

The North American Commission should develop an integrated continental plan for transportation and infrastructure. Each country should harmonize its own standards on weight, safety, and configuration of trucking and then negotiate a single set of North American standards (with some variations based on weather and terrain). Second, the governments should eliminate “cabotage” restrictions and the “drayage” system, which are notorious feather-bedding schemes. Third, the governments should plan and finance new highway corridors on the Pacific Coast and into Mexico. Fourth, the regulatory agencies should negotiate a plan that would permit mergers of the railroads and development of high-speed rail corridors.

Well the rail consolidation is happening and the trans-texas corridor is happening.

"Smart border" strategies will be helpful, but more could be done. The duplication of documents that comes with crossing the border could be simplified and reduced by half by establishing a single “North American Customs and Immigration Service.” This agency would be composed of officials from the three governments, trained together in a North American professional school. The service should be used on the borders and on the periphery. An additional step that would do much to foster integration and eliminate impediments at the border would be to negotiate a Customs Union and a Common External Tariff. That would eliminate the elaborate and complex rules of origin. Finally, our three governments could learn from the European Union's efforts to establish 10-15 EU Centers in the United States. These Centers stimulate research and awareness in the United States of the EU. Our three governments should sponsor Centers for North American Studies in each of our countries to help the people of all three understand the problems and the potential of North America and begin to think of themselves as North Americans.

This truly is sedition.

Dr. Pastor has been a foreign policy advisor to each of the Democratic Presidential Candidates since 1976 and was Co-Chair of the Advisory Committee on the Americas for the Gore-Lieberman campaign. President Bill Clinton nominated him to be Ambassador to Panama, and he served as the Senior Advisor to the Carter-Nunn-Powell Mission to restore constitutional government in Haiti in 1994.

Here is what Concordia University thinks are the road blocks to total integration:

Challenges to regional integration in North America:

--greater inequality in size and power of countries (which implies the US must lose power to Mexico and Canada to equalize)

--greater income inequality (which implies that the US must lose wages in order to equalize)

--no major war; external threat underlying NAFTA (except maybe the "war on terror" and the "need" for continental security)

--US tradition of unilateralism (which means massive social engineering must take place to replace the idea of individual rights with "community rights". Happening in schools, universities and smart growth housing developments all over the nation)

No candidate should ever by nominated for public office or government job that has any relationship whatsoever with the CFR, IMO.

I've played Risk hundreds if not thousands of times, on the board and computer. One thing I do know is that there are no real life consiquences when you screw up the game. Meanwhile in life the same cannot be said.

Also, whether in real life or a board game, one thing remains constant, smaller boarders are easier to protect.

Lastly, if we view the entire North American continent is viewed as one entire area to protect, who do we trust to protect it? Do you propose that we integrate our military with a Keystone Cop military of Mexico? What about Canada? There government regularly displays contempt for us and our ideals, would you have us integrate with them?

One more lastly, who really benefits from this? Granted our industry gets cheap labor, but in the long run, the burden is put upon the entire US tax payers, as it is OUR military that will be proping up Canada and Mexico. It will be OUR economy that will drive the economies of Canada and Mexico. It will be OUR taxpayers that will pay the taxes for all the social programs in Canada and Mexico.

24 kt gold is considered the purest MOST VALUABLE gold. Lesser kt wght is contaminated with other impurities, therefore LESS VALUABLE. Mixing in Canada and Mexico with the United States, is nothing more than diluting our strength, our economy, our values, and our overall worth. In essence, it dilutes everything that makes the United States THE GREATEST NATION ON EARTH.

I read a lot about CAFTA. You most likely have not. If GWB agreed to this, he basically has given up what hundreds of thousands of UNITED STATES CITZENS have died and sacrificed for.

Its not harsh at all if what the document seems to read is carried out and implemented. USA will no longer exist as we know it, even remotely.

A Massive Refusal to pay taxes would be in order. Or dare I say civil war to end the tyranny? Both, I believe would be appropriate under the Constitution. We are, We the People, after all...why are we taking this treasonous stuff from the government?

The true tragedy of "open borders" and the mass psychosis of Western "flat worldism" is that there are nations out there who have no intention whatever to truly become integrated into such a model, and are only using it to get the West to weaken our traditional illiberal supports of our systems. Once we have done that, we'll get sucker punched then conquered by the sort of "world order" that idiotic liberal intellectuals in both the business community and the public sector believe they can tame using global commerce. Specifically, the Shanghai Cooperation Organization, aka the Fourth Reich - is preparing for great war and global conquest while we twiddle our thumbs and dream of Starbucks in Xiamen.
