CFR's Plan to Integrate the U.S., Mexico and Canada by Phyllis Schlafly, July 13, 2005

The Council on Foreign Relations (CFR) has just let the cat out of the bag about what's really behind our trade agreements and security partnerships with the other North American countries. A 59-page CFR document spells out a five-year plan for the "establishment by 2010 of a North American economic and security community" with a common "outer security perimeter."

"Community" means integrating the United States with the corruption, socialism, poverty and population of Mexico and Canada. "Common perimeter" means wide-open U.S. borders between the U.S., Mexico and Canada. "Community" is sometimes called "space" but the CFR goal is clear: "a common economic space ... for all people in the region, a space in which trade, capital, and people flow freely." The CFR's "integrated" strategy calls for "a more open border for the movement of goods and people."

The CFR document lays "the groundwork for the freer flow of people within North America." The "common security perimeter" will require us to "harmonize visa and asylum regulations" with Mexico and Canada, "harmonize entry screening," and "fully share data about the exit and entry of foreign nationals."

This CFR document, called "Building a North American Community," asserts that George W. Bush, Mexican President Vicente Fox, and Canadian Prime Minister Paul Martin "committed their governments" to this goal when they met at Bush's ranch and at Waco, Texas on March 23, 2005. The three adopted the "Security and Prosperity Partnership of North America" and assigned "working groups" to fill in the details. It was at this same meeting, grandly called the North American summit, that President Bush pinned the epithet "vigilantes" on the volunteers guarding our border in Arizona.

A follow-up meeting was held in Ottawa on June 27, where the U.S. representative, Homeland Security Secretary Michael Chertoff, told a news conference that "we want to facilitate the flow of traffic across our borders." The White House issued a statement that the Ottawa report "represents an important first step in achieving the goals of the Security and Prosperity Partnership."

The CFR document calls for creating a "North American preference" so that employers can recruit low-paid workers from anywhere in North America. No longer will illegal aliens have to be smuggled across the border; employers can openly recruit foreigners willing to work for a fraction of U.S. wages.

Just to make sure that bringing cheap labor from Mexico is an essential part of the plan, the CFR document calls for "a seamless North American market" and for "the extension of full labor mobility to Mexico."

The document's frequent references to "security" are just a cover for the real objectives. The document's "security cooperation" includes the registration of ballistics and explosives, while Canada specifically refused to cooperate with our Strategic Defense Initiative (SDI).

To no one's surprise, the CFR plan calls for massive U.S. foreign aid to the other countries. The burden on the U.S. taxpayers will include so-called "multilateral development" from the World Bank and the Inter-American Development Bank, "long-term loans in pesos," and a North American Investment Fund to send U.S. private capital to Mexico.

The experience of the European Union and the World Trade Organization makes it clear that a common market requires a court system, so the CFR document calls for "a permanent tribunal for North American dispute resolution." Get ready for decisions from non-American judges who make up their rules ad hoc and probably hate the United States anyway.

The CFR document calls for allowing Mexican trucks "unlimited access" to the United States, including the hauling of local loads between U.S. cities. The CFR document calls for adopting a "tested once" principle for pharmaceuticals, by which a product tested in Mexico will automatically be considered to have met U.S. standards.

The CFR document demands that we implement "the Social Security Totalization Agreement negotiated between the United States and Mexico." That's code language for putting illegal aliens into the U.S. Social Security system, which is bound to bankrupt the system.

Here's another handout included in the plan. U.S. taxpayers are supposed to create a major fund to finance 60,000 Mexican students to study in U.S. colleges.

To ensure that the U.S. government carries out this plan so that it is "achievable" within five years, the CFR calls for supervision by a North American Advisory Council of "eminent persons from outside government . . . along the lines of the Bilderberg" conferences.

The best known Americans who participated in the CFR Task Force that wrote this document are former Massachusetts Governor William Weld and Bill Clinton's immigration chief Doris Meissner. Another participant, American University Professor Robert Pastor, presented the CFR plan at a friendly hearing of Senator Richard Lugar's Foreign Relations Committee on June 9.

Ask your Senators and Representatives which side they are on: the CFR's integrated North American Community or U.S. sovereignty guarded by our own borders.

I don't think it will matter soon. Al-Queada (sp?) will detonate the suitcase nukes they've smuggled over the southern border and that will be the end of our experiment in Republican government. Of course our leaders will be safe in their new bunkers.

No candidate should ever by nominated for public office or government job that has any relationship whatsoever with the CFR, IMO.

The picture I have is she'll have to be approved by the Bilderberger group, the FRC and the CFR. They will select her Cabinet and I don't think she is that steerable.

The woman, notice I did not say lady!, is too independent for that kind of life. I can't imagine her taking orders from other men. She just doesn't seem to be someone who will search for guidance, from the Lord or any other man.

Her relationship with Bill seems to be sitting in a cesspool, so I don't think she'll listen to what he has to say. I could be wrong but at this point I don't think so.

Can you just imagine her wanting to know about a particular black project only to find that she can't get the access clearances? She would blow the dome off of the White House cussing everyone in the military industrial complex.

Then there is the problem of her disrespect for the military. That is a biggy! No matter what talents she has, a DeepThroat she ain't when it comes to the senior staffers at the Pentagon. She'd have to spend 15 days out of 30 on her knees just to get an accurate SITREP.

Just the idea of a Marine saluting her with crossed fingers bring a good laugh to my desk.

YES.

What was established in this country 200 years ago (putting aside the issue of slavery) was a balanced, ordered Capitalistic system which guaranteed maximum freedom and opportunity for individuals.

Many individuals operated within this Capitalistic system and realized their hopes and dreams...whether native born or immigrant. Many became wealthy beyond their wildest dreams.

You cant do much better than that.

Now...some people are greedy...they want yet MORE freedom and opportunity, gotten through an open borders system....basically to make unencumbered international business deals, and trade in cheap labor...and to make yet more money within a bloated government heavy system which has become burdened with a huge monstrosity of a tax code with lots of special interest loopholes.

But dont reform the system we have now in this country...to get back to that idea of freedom we once had....its too hard.

Instead...push for a European intellectual socialist style borderless society to provide yet more freedom...for some...for that 'ultimate deal'...but there is no more freedom...without a price...a price which somebody other than the guy making the deal ends up paying.

Your comment is more appropriate than many imagine.

The CFR is merely an American offshoot of the Royal Institute for International Affairs (RIIA), a limey organization brought to life from the Cecil Rhodes Trust money.

Anglophile American traitors brought the RIIA agenda to the US and founded the CFR.

They've been championing policies which steal American sovereignty ever since.

A reporter on Fox news Dayside just said, the explosives for the london bombing came from Kosovo. Once it was smuggled into the EU, it could cross borders without scrutiney. She also said that France is asking to institute border controls

Is the NWO starting to unravel, or are things going to get much much worse?

How can we get our CAFTA voting congress to understand that FRANCE wants to close her borders! Because the threat of terrorism is TOO GREAT under their rotten globalist system! Don't they understand it CAN and WILL happen here too?

That's not going to be easy since they garnish your wages. Small busniness owners could make a dent though if they refused to pay SS, Workers Comp, sales taxes, etc. There are other taxes and they are substantial which we could also withold, such as property and school taxes. I could see this happening IF enough people were simultaneously fed up of having their backs broken.

It may come to that as well. It won't look much like the last Civil War where the country was divided between north and south however. If a large enough number of citizens decide to fight, then it could be won and rather handily. That's why we keep seeing anti 2nd Amendment laws pushed on us. The ultimate goal is to disarm us so that the above scenario could not be played out.

I'm beginning to believe that if neither of the above scenarios ever come to pass because the people do not stand together, we can kiss this country goodbye and say hello to world wide socialism.

This would all be very different if we could go to Canada and Mexico and buy land and start a business without Government interference and regulation. It may be different if we could go to Mexico and know they have cleaned up their corrupt, despotic and violent ways enough to provide "opportunity" for all. But this is not the case. This is a mere economic platform that only involves the decision making by a select few.

The problem I see is this and goes for me to, Most FReepers, True Conservatives, Classic Liberals and American Patriots think philosophically about our principles and Constitution. We desire a limited role of Government to protect our freedoms, rights and liberties not dispense the new version of them. Unfortunately, maybe inevitably, our Government has been dragged into a predominately economic role with economic interests overriding the principles of Government. These Agreements and treaties such as LOST are nothing more than economically powerful people doing what they do, which is fine as long as it's through free markets and not Government markets.

Whether you want call it conspiracy or not the fact remains that our principles are being sold out both within and without to a global economic system whose rules and regulations are written and controlled by a very few in large part because most of the world recognizes and wants the elites to rule or just simply doesn't understand what Liberty American style means or is willing to sell that Liberty for a few promises which if necessary could be taken away at any time.
