This was a trial run to prove they could drop bombs and still have time to get away.It could also be for the head terrorists to demonstrate that the grunt terrorists can really, really, really trust the head terrorists not to set of the bombs prematurely and blow up the grunt terrorists.

I agree and the locations that were hit have interesting names...one was OVAL (as in Oval Office) one was Sheperd's Bush (hmmm Bush) and the third had Warren...("may be as in Warren Report" stored at the National Archives...a famour USA report based on the death of a President...)
I am convinced that today was a MESSAGE to sleepers to act here in the USA.
