Bill calls for sex offenders' castration - mandatory castration of violent sex offenders

MONTGOMERY - The House passed a bill Thursday that would require mandatory castration of people convicted of violent sex crimes against children under 12 and would require them to wear electronic monitoring devices for the rest of their lives after release from prison.

The House, during more than three hours of debate, heavily amended the legislation proposed by Gov. Bob Riley and Attorney General Troy King. The House bill would prevent all convicted sex offenders from working or loitering within 500 feet of a school, park or business that educates or entertains children. The bill passed the House 96-0.

A milder version of the legislation passed the Senate 35-0. The Senate version increases penalties for sex offenders, provides for electronic monitoring for at least 10 years and toughens requirements for them to report their location to police.

But it does not include the castration requirement or tougher language added in the House. The version of the bill passed in the Senate is what King recommended.

House Speaker Seth Hammett later said he was concerned the House might have amended the bill so much that it is no longer constitutional. He said he hopes the final version will be closer to what Riley and King wanted.

Either the House or Senate version must pass in the other chamber before the legislation can become law.

This has been discussed in the past. I wonder what the end result will be after folks sue because somehow it encroaches on someone civil liberties.

All I can say is that it's about time some lawmakers are wising up doing what seems to me to be not only a dam good deterent but just punishment for these sickos out there.

FLAGLER BEACH, FL -- There's a push on four north Florida beaches to force sex offenders from the shoreline.

Sex offenders would be required to keep their distance by officially labeling the beach as a park.

Offenders are not allowed to live within 2500 feet of a park.

Daytona Beach Shores city council members gave preliminary approval to the law earlier this month.

Daytona Beach, DeBary Beach, and Flagler Beach are also looking into the law.

Some Jacksonville Beach parents hope that spreads to Duval County.

Donald Hackney enjoys spending time with his son at the beach, but always keeps a lookout.

"They're going to be everywhere," said Donald Hackney. "It doesn't matter where you're at, there's always going to be that threat."

Hackney's talking about the more than 35,000 sex offenders in Florida.

"I think once a sex offender, always a sex offender," said Teresa Dobson. "Being a parent, it's a big concern of mine."

So Dobson is happy beach communities like Flagler and Daytona are considering banning sex offenders from living within 2500 feet of the beach by categorizing the beach as a park.

"That's a great idea," said Hackney. "It should be even farther if you ask me."

"I think it should be at least 100, even 200 miles," said Dobson.

But there's a different side of the story, often not wanting to be seen or heard, but speaking out to FCN.

"A lot of people have families," said Michael Price, a registered sex offender. "Sex offenders have families themselves. They won't be able to take their children to the beach."

Price is a member of the sex offender support and education network, also known as SONES.

"The beach is a public place, but it's for the enjoyment of everybody," said Price.

The Daytona Beach Shores City Manager told FCN the council members will have a final vote on the ordinance next Wednesday.

The death penalty is Biblically supportable. Mutilation isn't. Capital punishment respects the humanity of the offender, by treating him like a responsible person, rather than like cattle.

I like the idea, but I'm sure the left will howl-- (unless, of course, they personally have had a kid hurt by one of these scum bags).
after all we are a nation that gives Viagra to these guys via Medicare.

Well said. I'm all for law and order, but this seems excessive. If they're so concerned about sex offenders, especially those that molest children, why not just lock them up longer? What's next, cutting off the hands of people convicted of theft?

Considering that one recent "sex offender" was some guy who grabbed a mibehaving girl by the arm and gave her a good talking-to... it seems a bit much.
