Clinton wants to make Rwanda an African anti-AIDS model (expresses regrets for personal failure)

KIGALI (AFP) - Former US president Bill Clinton said he wanted to make Rwanda a model for other African countries to follow in their efforts to combat the spread of AIDS.

"The size of the country and the incredible confidence of the commitment of the government make it much more likely that we can succeed in this area," he said on a visit to a research and treatment centre for HIV-AIDS in the capital Kigali.

"And once we do, we will have a probable model that every country in Africa can copy."

Clinton, who is on a tour of Africa to promote the campaign against AIDS, said the international community and the United States had a special responsibility towards Rwanda.

"I express regrets for my personal failure," he said. "I was the government of the United States in 1994."

Up to 800,000 Rwandans, members of the minority Tutsi community but also some moderate majority community Hutus, are estimated to have died in the 1994 genocide in Rwanda.

"When I started to work on AIDS things ... I couldn't imagine being involved in Africa, and not being involved in Rwanda," he added.

"But the truth is I felt even deeper sensitive responsibility to the people of this country, because they were so generous to me, personally, and to my country and because they were looking to the future."

Clinton met Rwandan President Paul Kagame on his arrival before going to the treatment centre and a memorial to the victims of the genocide.

The HIV infection rate in the Rwandan countryside is a little over four percent, in the towns 11 percent.

Hypocritical bastard. He has no position in our government, but he wants to give away other people's money because he was guilty of permitting a slaughter to take place while he refused to get involved.

Moreover, it has been proven that the more condoms you throw into a country with AIDS, the more sex education, the more abortions, the more AIDS you get.

This is especially noticeable in countries like the Philippines, where AIDS has been brought under control through abstinence training. In contrast, wherever International Planned Parenthood has gone into Africa, AIDS rates have quickly shot up.

I have seen convincing statistics on this, but naturally you won't see them in the MSM.

Sheer hubris. He was an elected representative of the people, not "the government". And apologizing for the genocide perpetuates the fallacy that our govt. could have had any real impact on what was happening. What happened was low-tech slaughter with guns, axes, and machetes. This was a LOT of people going after their neighbors with a vengeance, not a mechanized operation like the Nazis had.
