Joint U.S.-Iraqi Security Operations Fighting Terrorists in Iraq

WASHINGTON, Aug. 6, 2005 – Iraqi security forces, backed by U.S. troops, have seized the offensive in a series of ongoing counterterrorism operations in Iraq, according to U.S. military officials.
Iraqi soldiers and U.S. Marines from Regimental Combat Team 2 destroyed three car bombs while conducting cordon-and-search operations in the western Iraqi city of Haqliniyah today.

The soldiers and Marines are participating in Operation Quick Strike. They acted on a tip from a local citizen, officials said. The citizen reportedly informed the Marines that three parked vehicles were laden with explosives and ready to be used as car bombs.

Iraqi soldiers and U.S. Marines secured the area and shot the vehicles with main tank-gun rounds, destroying all three vehicles and setting off secondary explosions, officials said.

The soldiers and Marines also discovered two weapons caches in caves outside of Haqliniyah today. The caves are near the Euphrates River bank and several hundred meters apart. According to the Marines, they are only large enough to hide a person and a small cache.

The first cave reportedly was found at 9:00 a.m. It contained a rocket-propelled-grenade launcher, medium machine gun, several assault rifles, and bomb-making material, the Marines said. The second cave contained 155 mm artillery rounds and a propane tank -- items, they noted, that are commonly used for bomb construction.

The Marines detained 24 suspected terrorists for questioning.

Also during Operation Quick Strike today, Iraqi soldiers and U.S. Marines discovered two roadside bombs buried alongside the main road south of Haditha. An EOD team safely detonated the bombs without suffering any casualties or damage, officials said.

Operation Quick Strike is designed to interdict and disrupt terrorist operations in western Iraq, near the cities of Haditha, Haqliniyah, and Barwanah. According to the Marines, intelligence gathered by coalition forces during recent operations confirms that terrorists are operating in these cities and in surrounding areas.

Civilian services, such as water and power, are not being disrupted because of Operation Quick Strike, the Marines said.

A joint U.S-Iraqi raid in Sharmiyah Aug. 5 resulted in the capture of 39 suspected terrorists, including some key local terrorist leaders. Eight of the 39 terrorist suspects were detained at the Mudjaherin al Ansar mosque by a specially trained Iraqi Police unit. The mosque was not damaged in the operation, officials said.

The remaining 31 terrorist suspects were detained during a cordon-and-knock operation by U.S. soldiers from the 150th Engineer Battalion, 155th Brigade Combat Team (BCT), 2nd Marine Expeditionary Force (Forward). The 155th BCT is a U.S. Army unit assigned to the 2nd MEF (Forward) for Operation Iraqi Freedom.

The 155th BCT also recently seized and destroyed munitions from two weapons caches identified by Iraqi police, officials said. The Soldiers also detained three suspected terrorists. Among the seized and destroyed munitions: 1,427 artillery rounds, 50 37 mm anti-aircraft rounds, two 107 mm rockets, and two mortar rounds.

Similarly, in Bauqbah Aug. 5, Iraqi security forces neutralized five improvised explosive devices. One of the IEDs was identified by Iraqi army soldiers, who immediately secured the area. An Iraqi explosive ordnance disposal team then destroyed the IED.

Iraqi Police discovered the remaining four IEDs. These IEDs, made from 155 mm artillery rounds, were removed by an Iraqi EOD team and then transported to a disposal facility. No injuries or damages were reported during the operations, officials said.

Meanwhile, in Baghdad Aug. 5, Iraqi security forces reportedly detained 45 suspected terrorists during Operation Vanguard Thunder. Participating Iraqi army soldiers and police officers were assisted by elements of the 184th U.S. Infantry Regiment. Operation Vanguard Thunder is targeting 150-200 terrorist suspects. No injuries or damages were reported during these operations, officials said.

Iraqi army and Task Force Baghdad soldiers worked together to capture five terror suspects in three separate combat operations carried out in southern, western and northern Baghdad Aug. 4.

Just after 4 a.m., coalition forces on patrol saw a poster that read "Kill Americans" prominently displayed on a house in southern Baghdad. The soldiers searched the house and found weapons and a large amount of ammunition. The patrol also found shotgun shells and body armor hidden inside the house. Two occupants in the house were taken into custody for questioning.

An hour later, Iraqi soldiers from the 2nd Battalion, 3rd Iraqi Army Brigade teamed up with U.S. soldiers to raid a suspected terrorist safe house in western Baghdad. After the combined patrol arrived at the house, two suspects ran out of the residence, trying to elude the soldiers and were captured.

The suspects are thought to be involved in a plot to assassinate Iraqi government officials.

SOUTH AFRICAN RESIDENT SENTENCED FOR TRAFFICKING IN NUCLEAR DETONATORS AND OTHER COMMODITIES CONTROLLED FOR NUCLEAR NON-PROLIFERATION REASONS

Washington, D.C. - United States Attorney Kenneth L. Wainstein, Michael J. Garcia, Department of Homeland Security Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE), Acting Assistant Secretary of Commerce for Export Enforcement Wendy L. Wysong, and Assistant Director in Charge, Michael A.Mason of the Federal Bureau of Investigation announced that on August 4, 2005, United States District Judge Ricardo M. Urbina sentenced Asher Karni, 51, of Cape Town, South Africa, to 36 months of incarceration.

In September 2004, Karni pled guilty to a five-count Information charging him with conspiracy and export violations arising out of his unlawful exports of U.S. origin commodities that are controlled for nuclear non-proliferation reasons to Pakistan and India. Karni faced a sentencing range of 87 to 108 months under the United States Sentencing Guidelines. However, Judge Urbina reduced his sentence to reflect Karni’s substantial assistance to the government.

“Yesterday’s sentencing shows that a prison cell awaits anyone who illegally trades in technology with military and nuclear applications,” said Kenneth L. Wainstein, United States Attorney for the District of Columbia. “Our law enforcement personnel and their counterparts overseas will spare no effort to stamp out the global threat posed by this black market trade.”

“The proliferation of nuclear components is not only a homeland security threat, but a global threat. This case in particular raised serious concerns. The technology involved, the destination of these goods, and the clear efforts to disguise the trail of the shipments raised the stakes even higher,” said Michael J. Garcia, Department of Homeland Security Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE).

“Countering nuclear proliferation is a top priority of the Commerce Department’s export control enforcement efforts,” said Wendy L. Wysong, Acting Assistant Secretary of Commerce for Export Enforcement. “This wide-ranging and thorough investigation and prosecution highlights both the Department’s ability to use our unique knowledge to bring those who enable the spread of nuclear weapons related technology to justice, and the partnership between the Commerce Department and industry to keep the most sensitive U.S. commodities out of the most dangerous hands.”

According to the criminal information to which Karni pled guilty, he was the owner of a firm in Cape Town, South Africa, known as Top-Cape Technology (“Top-Cape”), which specialized in the import and export of high-end electronics products. Sometime around 2002, Humayun Khan, the owner and chief executive officer of an Islamabad, Pakistan, business known as Pakland PME Corporation (“Pakland”)approached Karni and inquired whether Karni would help him acquire certain models of oscilloscopes manufactured by Tektronix, Inc. (“Tektronix”), of Beaverton, Oregon. Because these particular models of oscilloscopes have applications in the testing and development of nuclear weapons and missile delivery systems, the Department of Commerce requires anyone seeking to export them to certain countries, including Pakistan, to obtain a license. Khan, who was an authorized distributor for Tektronix in Pakistan, was well aware of that licensing requirement.

Karni agreed to assist Khan in obtaining the Tektronix oscilloscopes, even though Khan told him that they were subject to U.S. export controls and warned him not to disclose the true destination of the products.

In March 2003, Karni obtained one of the models of controlled oscilloscopes from a firm in Plainview, New York. He directed that the firm send the oscilloscope to Top-Cape in Cape Town, South Africa. Shortly after its arrival in South Africa, Karni re-exported the product to a company in Pakistan that Khan had designated. At no time during this transaction did either Karni or Khan obtain a license from the Department of Commerce in the District of Columbia for this export to Pakistan.

In August 2003, Karni acquired two additional controlled Tektronix oscilloscopes in the United States and diverted them to a Khan customer in Pakistan through South Africa without obtaining the necessary license. In addition, throughout 2003, Karni and Khan worked to fill a $1.3 million order for controlled Tektronix oscilloscopes for a third Khan client in Pakistan.

In June 2003, Khan sent an e-mail to Karni asking him to purchase triggered spark gaps for a customer in Pakistan. Triggered spark gaps are high speed electrical switches that are often used in a medical device known as a lithotripter, which doctors utilize in treating kidney stones. Triggered spark gaps also have military applications. One such application is as a detonator for nuclear weapons. Accordingly, the Department of Commerce controls the export of triggered spark gaps to certain countries, including Pakistan, for nuclear non-proliferation reasons. Exports of triggered spark gaps to South Africa, unlike Pakistan, are not prohibited.

The triggered spark gaps that Khan sought were manufactured by Perkin Elmer Optoelectronics of Salem, Massachusetts (“Perkin Elmer”). At Khan’s direction, Karni first made inquiries of Perkin Elmer’s French sales representative. The sales representative quoted Karni a price, but also advised him that the spark gaps required a U.S. export license and that Karni needed to certify both that the product would remain in South Africa and that it would not be used for any nuclear purposes. Karni forwarded this information to Khan and initially declined to pursue the order. Khan, however, prevailed upon Karni to continue to find a source for the triggered spark gaps.

In July 2003, an anonymous source informed agents of the Office of Export Enforcement (OEE) of the Department of Commerce and ICE that Karni was in the process of using a broker in Secaucus, New Jersey, to obtain 200 Perkin Elmer triggered spark gaps for ultimate shipment to Pakistan through South Africa. The agents approached Perkin Elmer, which agreed to cooperate in the investigation and to render inoperable the triggered spark gaps that the New Jersey broker was in the process of ordering.

In October 2003, the OEE and ICE agents were able to track the first installment of 66 triggered spark gaps as the package traveled from the United States to Top-Cape in South Africa and then on to Pakistan through the United Arab Emirates.

As a result of outstanding cooperation among U.S. and South African law enforcement agencies, a key break in the investigation came on December 11, 2003. On that date, OEE and ICE agents searched the offices in New Jersey of the broker that Karni was using to acquire the triggered spark gaps.

Simultaneously, in coordination with U.S. authorities, members of the South African Police Service executed a search warrant at Karni’s office in Cape Town, South Africa, which led to the seizure of emails and documents that furthered this investigation.

On January 1, 2004, agents arrested Karni as he entered the United States at Denver International Airport. On September 14, 2004, he pled guilty under seal to five federal felonies, including conspiracy to export controlled nuclear technology items to Pakistan. He also agreed to cooperate with the on-going investigation. On April 6, 2005, a federal grand jury sitting in the District of Columbia returned a four-count indictment charging Khan with conspiracy and export violations.

In announcing this sentence, U.S. Attorney Wainstein, Acting Assistant Secretary Wysong, Assistant Secretary Garcia, and Assistant Director in Charge Mason praised the superb investigative work of OEE Special Agents James Brigham and David Poole, ICE Special Agents William Argue and Ronald Branch, and F.B.I. Special Agents Russell Nimmo and Reid Wilson. They also would like to express their strong appreciation to Christopher Macadam of the National Prosecuting Authority of South Africa, Superintendent Jan de Lange and Captain Benjamin Nel of the South African Police Service, and D. J. van Beek of the South African Department of Trade and Industry. They also commended United States Attorney’s Office Legal Assistant Cheryl Simms, who has provided outstanding support throughout the investigation, and Assistant United States Attorney Jay Bratt, who prosecuted the case and is handling the Khan prosecution.

A Sunday Times reporter spent two months as a recruit inside the Saviour Sect to reveal for the first time how the extremist group promotes hatred of “non-believers” and encourages its followers to commit acts of violence including suicide bombings.

The reporter witnessed one of the sect’s leading figures, Sheikh Omar Brooks, telling a young audience, including children, that it was the duty of Muslims to be terrorists and boasting, just days before the July 7 attacks, that he wanted to die as a suicide bomber.

After the attacks that claimed 52 lives, another key figure, Zachariah, justified them by saying that the victims were not “innocent” people because they did not abide by strict Islamic laws. In the immediate aftermath the sect’s leader, Omar Bakri Mohammed, said: “For the past 48 hours I’m very happy.” Two weeks later he referred to the bombers as the “fantastic four”.

The evidence compiled by The Sunday Times in hours of transcripts and tapes will lend weight to moves, announced last week by Tony Blair, to proscribe such organisations for providing a breeding ground for would-be terrorists. The attorney-general’s office said last night it would investigate the recent comments by a number of Islamic radicals with a view to prosecution.

The Saviour Sect was established 10 months ago when its predecessor group Al-Muhajiroun was disbanded after coming under close scrutiny by the authorities. Its members meet in secret in halls, followers’ homes and parks. They are so opposed to the British state that they see it as their duty to make no economic contribution to the nation. One member warned our undercover reporter against getting a job because it would be contributing to the kuffar (non-Muslim) system."

This tell me that even if the gov't KNOWS the next attack is coming, we will not be told.

I think if they have some idea that a specific area will be hit by conventional attacks, they'll raise the alert levels to RED for those specific areas. But if the big event is WMD, I have to agree with you AD. They won't give a whisper to the citizenry. But I'll bet they warm up the birds on the subs and in the silos. At least I hope they do. If we're hit by a nuke, let alone several, we should turn the ME into oil under glass.

Is this the trigger that they keep saying goes bad on the nuclear bombs?

If so, then how many of these people are importing and exporting them?

To me, this is how they can replace the bad parts on any nuclear bombs that are in storage.

I am betting that one of the Russian scientists that OBL hired for $2,000. per month, taught them how to do so.

With the help of laptops and DVDs, young terrorists in secret hideouts and at neighbourhood Internet cafes are now using the medium extensively for training, communication and planning through countless new locations, the report said.

Al-Qaeda and its offshoots are also building a massive and dynamic online library of training materials -- some supported by experts who answer questions on message boards or in chat rooms -- covering such varied subjects as how to mix ricin poison, how to make a bomb from commercial chemicals or how to pose as a fisherman and sneak through Syria into Iraq, the Washington Post reported quoting officials.

"Biological Weapons" was the stark title of a 15-page Arabic language document posted two months ago on the Web site of al Qaeda fugitive leader Mustafa Setmariam Nasar, according to intelligence officials.

15, 2002 flight from Fort Myers, FL to New York City, contained kitty litter when they contained 13 bottles of
ammonia. During the flight, one of the bottles broke, causing 28 passengers, including a seven-week-old infant, to
become ill. The infant had to be hospitalized. Williams was also ordered to pay $600 in restitution and will serve 36

MI, pled guilty in U.S. District Court in Philadelphia, PA to
four counts of aiding and abetting the issuance of false
certificates of conformance on titanium tubing which was
used in the production of V-22 Osprey helicopters. ANCO,
which went out of business in 2002, manufactured
seamless titanium tubing used in various flight-critical and
non-critical military and commercial aerospace
applications, including hydraulic systems. The certificates
falsely certified that the tubing had been manufactured
and inspected in accordance with specifications, when in
facts, required testing and inspection had not been done.
Elaine Slomsky, another quality assurance manager for
ANCO, pled guilty in June 2005 to making false
statements by signing false certificates of conformance.

On June 7, 2005, ANCO and two of the firm’s former
executives were charged by a grand jury with multiple
counts of conspiracy, aircraft parts fraud and mail fraud
related to the titanium tubing used on commercial
aircraft. This ongoing investigation is being conducted
with DCIS and NCIS. There have been no reported aircraft
accidents or malfunctions attributable to the
nonconforming titanium tubing, but FAA is considering
issuing a safety alert to the commercial aviation industry.

Note: The charges contained in the indictment(s) are
allegations and the defendant(s) are presumed innocent
unless and until proven guilty.
