A U.S. Air Force colonel has been charged with painting obscenities on parked cars bearing pro-President Bush bumper stickers, police said on Wednesday.
Lt. Col. Alexis Fecteau, who supervises 41 full-time and part-time reservists at the National Security Space Institute in Colorado Springs, Colo., is suspected of vandalizing 12 cars at Denver International Airport over a six-month period, Denver police spokesman Sonny Jackson said.
"Lieutenant Colonel Fecteau has been charged with one count of felony mischief and six misdemeanor counts related to the vandalism," Jackson said.
Fecteau, who could not be reached for comment, is scheduled to be arraigned later this month.
Police said they received numerous complaints dating back to December 2004 from people with cars bearing Bush or Bush-Cheney campaign bumper stickers that their vehicles had been vandalized.
Police set up a bait car with a pro-Bush bumper sticker, parked it at the airport with a surveillance camera, and waited. On July 1, the camera recorded a man spray-painting over the bumper sticker with an expletive.
Investigators traced the license plate of the suspected vandal to Fecteau, 42, who turned himself into police last week and was released after posting a $5,000 bond.
Jackson would not comment on a possible motive for the vandalism, but said one victim had to spend $2,000 on repairs after it was spray-painted, which led to the felony charge.
Maj. Tina Barber-Matthew, spokeswoman for the U.S. Air Force Space Command, said the case was under investigation, but that it would be "premature" to discuss what discipline Fecteau would face if convicted.
"Until we can validate or invalidate the charges, he is still on full-duty status," she said.

A full-time Air Force Reserve lieutenant colonel could face criminal charges for allegedly vandalizing cars parked at Denver International Airport bearing bumper stickers supporting President George Bush .
Lt. Col. Alexis Fecteau, deputy for operations for reserve forces at the National Security Space Institute in Colorado Springs, is believed to be responsible for defacing at least 10 vehicles between December and June, police spokesman Sonny Jackson said Tuesday. A bait car left by a police detective was also defaced and the detective tracked down Fecteau, who turned himself in Friday.
He was released on bond. A message left for a man of the same name in Colorado Springs wasn't immediately returned.
Jackson said Fecteau is suspected of blacking out the Bush bumper stickers and then spray painting an expletive and the president's name on the vehicles.
Fecteau supervises 11 full-time and 30 part-time reservists at the institute, which is part of the Space Warfare Center at Schriever Air Force Base, said base spokesman Staff Sgt. Donald Branum.
"We are working with the local authorities," Branum said, reading a statement from the base. "We will investigate the allegations and let due process take its course."
The bait vehicle was equipped with a camera which was able to capture an image of the suspect and his car. Then a detective was able to find footage from a camera monitoring cars leaving the parking lot and traced Fecteau using the car's license plate, Jackson said.
Police have referred the case to prosecutors, who are considering filing criminal charges, he said.

What an immature thing for this clown to do. This is one of those cases where we should have an automatic restitution clause in the law that forces the criminal to pay his victims five times whatever the damage was. In other words, if he intentionally caused $2,000 in damage to someone's car, he ought to be punished by having to pay $10,000 to the victim. We ought to start making CRIME PAY - for the victims instead of the criminals, many of whom get away with their crimes without getting caught. Garnish his wages. Track him for life. That guy is cra-zy!

The Eagle Eyes program is an anti-terrorism initiative that enlists the eyes and ears of Air Force members and citizens in the war on terror.
Obviously, this is one military facility that could be closed. They put a nutcase in charge and don't even know when to fire him, and he didn't have enough work to keep out of trouble. Where is BRAC when you need it?

Where I work, there has to be a whole lot more for 40 people to do to justify their positions.

Throw the book at him. Instead of civilian charges, he should be brought up on charges under the UCMJ: in addition to the obvious "conduct unbecoming an officer and gentleman" I think there is also article 88 "contempt towards officials", article 109 PROPERTY OTHER THAN MILITARY PROPERTY OF UNITED STATES - WASTE, SPOILAGE, OR DESTRUCTION, and article 134, the general article which includes bringing discredit on the armed forces.
Sock it to him, consecutive sentences at hard labor in Leavenworth, reduction to E-1, forfeiture of all pay and allowances, and dishonorable discharge after his 15-20 years in the brig!
He should get a dishonorable discharge and serve time.

10 U.S.C. Section 888 (a part of the Uniform Code of Military Justice applicable to this individual) provides:
Any commissioned officer who uses contemptuous words against the President, the Vice President, Congress, the Secretary of Defense, the Secretary of a military department, the Secretary of Transportation, or the Governor or legislature of any State, Territory, Commonwealth, or possession in which he is on duty or present shall be punished as a court-martial may direct.
A later section of the same code also prohibits military officers from engaging in "conduct unbecoming an officer and a gentleman." Looks like ther's plenty of basis for giving this DemonRat a dishonorable discharge, and it ought to be done.
