FEMA is the shadow gov't?
Odd that Whitehead, whom I have always assumed to be one of the good guys and a conservative, suddenly comes out of the closet and attacks Bush.
A lot of conservatives had suspicions about FEMA during the clinton years. Clinton appointed the Arkansas State Policeman who used to procure women for him while he was governor as head of FEMA. There was a lot of talk back then that clinton might use FEMA to take over the country, after declaring a state of emergency. I thought at the time that there was something in this talk, because he certainly passed a lot of very suspicious presidential Executive Orders. If 9/11 had happened on clinton's watch, he probably would have used it to make himself President for Life.
Other than the clinton years, however, I have never seen FEMA as a shadow government, or feared it. So it seems especially odd that Whitehead mentions Bush and Reagan's connections with FEMA but NEVER MENTIONS CLINTON.
What gives here? Has Whitehead gone round the bend and decided to join the enemy?

In some ways, when they get far enough out there, they sort of morph into the same group.
Plans for the repair and upkeep of the levees were completed 20 years ago and no one acted on them. Even if Bush had tripled the money to NO and they had started working on the levees they wouldn't have been finished for Katrina.

In its Oct.17, 1994, issue, The Spotlight published an article titled "Dictatorial Powers for FEMA" based on Senate bill S. 1697, introduced in November 1993 by Barbara Mikulski (D-Md.). The bill died without reaching the Senate floor. But who needs actual legislation anymore? Bill Clinton accomplished the purposes of the bill and more when he signed Executive Order 12919 on June 3, 1994.
This executive order cited authority under the Defense Production Act of 1950 and one section of the U.S. Code. Thirteen executive orders were revoked or amended, definitions were expanded, and more presidential powers were delegated to the director of FEMA.
Of particular interest is Part VI of Executive Order 12919. The head of any FEMA department or agency is empowered to establish an expertise-based National Defense Executive Reserve. Section 602 authorizes any head "to employ persons of outstanding experience and ability without compensation. ..."

Just curious if there's any provision in the Constitution for executive orders and the fact they bypass normal Constitutional process.......it still makes my blood boil when I remember that idiot Begala saying........."stroke of the pen, law of the land.......kinda cool"

We should stop debating the libs' talking points and totally refuse their premise. I don't think protection against hurricanes is the job of the federal government. This should be done at the local level. That would be New Orleans in this instance, who did not believe it needed to improve its levees or build a sea wall SINCE ITS INCEPTION!
Looking for government to help in every eventuality is the specialty of the libs. Let's not play by their rule book.
