In a sense, the teenage boys are the bullhorns.
I can't help but think that shooting a few looters on day one and getting it well publicized would have taken care of most of this problem.
Imagine how different things in NO would be if all these thugs acted like real human beings and used their energy trying to help their fellow man, instead of preying on him.
Another person made a great point in this thread. These thugs are soon to be sent to refugee centers all over the place. Should get real interesting.
