Well, it looks like the fine folks of PA agree. The lawsuit against the pay raise is going to shake the foundations!
And a lot of politicians are going to give up the raise, or give up the job.

Mindboggling.
At the same time PA is supposedly trying to establish itself as a major nanotech development center in the U.S. Hopefully, any potential entreprenures will read the fine print in state law.
If anything, the situation should be completely reversed. If a state really wants to spur tech, they should give income tax breaks to people who do engineering (not their companies). I would add the caveat that the people getting the tax breaks be U.S. citizens.
Taxes should be increased on people/workers whose work output is zero-sum and not subject to international competition (lawyers principally).
