National Hurricane Director had to call Nagin at home Saturday night to plead: "Get people out..."

MAYOR CRITICIZED EVEN BEFORE LEVY BREAK. National Hurricane Center Director had to call Nagin at home Saturday night to plead: "Get people out of New Orleans." "The criticisms of Nagin came from above as well. Numerous officials urged him to evacuate the city, but he worried about the legality of ordering people out when New Orleans has few safe hurricane shelters. Also, National Hurricane Center Director Max Mayfield in Miami called Nagin at home Saturday night and told him: Get people out of New Orleans.

''I could never sleep if I felt like I didn't do everything that I could to impress upon people the gravity of the situation,'' Mayfield said. ``New Orleans is never going to be the same.''

When a grim Nagin issued the mandatory evacuation order Sunday, he said: ``We are facing a storm that most of us have feared . . . God bless us.''

Thanks.

I think it's all right here, the complete plan as a Word file, and supplements as .pdf's.

I'm on a dialup so will get the complete one sometime tonight. It's 4.7 megs.

The media in general and CNN in particular has an agenda to promote and the truth is not part of the equation.

I was never so proud of FNC as when I watched Greta reporting from Houston. Bottom line. She said she was so moved by the outpouring of care and concern that she wished she could say she was from Texas.

Even smarmy Colmes stuck to ways to help and avoided talk of politics.

O'R, not my favorite stuck to trying to rescue people; save lives.

Geraldo and Smith ought to be fired immediately.

I wish you guys would cut them all some slack. Its not like anybody knew about any of this. Its a total and absolutel shocking suprise. Who would've guessed that a city 20' below a lake immediately adjecnt would actually flood if the wall separating the city from the lake breached (I mean come on, get real). Moreover, a plan is only as good as how well one practices implementing it, and its not like that was ever done.

"Oh, wait, we did do something, I seem to vaguely recall something, having to do with all that. Now just what was that..Oh, yeeeeeeeaaaaaaaaa.

Wooooooooooooooooaaaaaaaaaaaaaaaaaaaaaaaaaah!

Oooops. My Bad." - Mayor Nagin.

science fiction scenario

preposterous never could happen make-believe scenario

absolutely non-sensical no way in the world it could happen seminar

Pie in the sky - ivory tower - wack job nutter alarmist stuff

From the www.lsu.edu web-site (dated summer 2005):

"A second Hurricane Pam Exercise is planned for this summer," said van Heerden. "Agencies will be able to expand on aspects of response and recovery that were not explored before."

I guess its probably just me as a retrospective 20/20 hindsight - Monday morning quarterbacking armchair general that LA got sprung on them a double-secret super-dooper Hurricane Pam excercise that nobody knew was coming, left them absolutely flat-footed, and absolutely were left out in the cold due to George Bush's heartless capriciousness.

However, based on the results and outcome of this excercise, whatever these people had previously explored wasn't of any practical value whatsoever (that and two nickles would get you a dime).

I'm sure that's just me. But I guess that probably in great part is a result of not being a raving nutjob moonbat rabidly frothing at the maw, so I don't know what to tell you and all that.

I'm no fan of the mayor. In fact, he's a disgrace.

But lest anyone has forgotten, the FIRST official hurricane WARNING wasn't even issued until late Saturday evening, August 27. Earlier in the day, there were hurricane watches issued, but by Saturday evening it was becoming apparent that New Orleans would probably be facing a direct hit from a Cat 4 or 5 storm.

Heck, on Thursday the 25th, Katrina was only a Category 1 hurricane that was moving west out the Florida Keys. It did not turn north and grow larger until later. No one could have predicted on Thursday where the hurricane would go.

They took the buses from our school district, but not until THURSDAY. The buses were used to take children to school on WEDNESDAY.

I hope we get them back in useful condition.

This aftermath will affect Louisiana terribly, and not just storm damage.

Cars on Saturday clog Interstate 10, the main route out of New Orleans.
Not everyone has a means to evacuate the city though and, according to The Associated Press, at least 100,000 people may have to ride out the storm in town.
Mayor Nagin has said the Superdome might be used as a shelter for people unable to leave.

9:16 PM EDT on August 27, 2005
New Orleans finally got serious and ordered an evacuation, but far too late. There is no way everyone will be able to get out of the city in time, and they may be forced to take shelter in the Superdome, which is above sea level. If Katrina makes a direct hit on New Orleans as a Category 4 hurricane, the levees protecting the city will be breached, and New Orleans, which is 6 - 10 feet below sea level, will fill with water. On top of this 6 feet of water will come a 15 foot storm surge, and on top of that will be 20 foot waves, so the potential for high loss of life is great. Given the current track and intensity forecast, I'd put the odds of this at about 20%.

*Ponchratrain Bridge out of NO was never opened to oneway out only traffic. Last I saw, it was a traffic jam that people walked away from rather than sit there during the storm.

Can this guy be removed from power, and have someone appointed ?

What power? The city is going to be a ghost town in a matter of days. It will be years before it's inhabitable again.

The reason Bush agreed to 100% financing instead of the usual 75% to 25% funding is because with that meager 25%, it allowed the city to be in charge of letting contracts.

On Saturday morning, I was worried that IT was going to kill tens of thousands, maybe tens of tens of thousands, and wipe out NO totally. I was making post after post about using military and other assets to get them out, now. On Sunday morning, I was in a veritable state of panic that goetterdamerung was at hand (cat 5, headed head on into NO), with still not real substantive reaction. And then the hand of God as it were, shot a breath of dry wind into the storm, weakening the monster and diverting it, and while NO is largely destroyed, and most everything under sea level will have to be bulldozed, the worst case scenario was averted - this time. "God" has warned us. We had better take heed. So says this near atheist.

Yup. When Nagin's slothful attitude eventually broke down, he let loose a manic rant, not a flurry of orders and focused public appeals for help. Years ago, in college in New Orleans no less, I used to see conduct similar to Nagin's by pot heads in a sudden panic the day before final exams.

This guy's an idiot.

Can he be removed?

I think he already has and is only a figure-head. NORTHCOM is in charge, and now you're seeing action.

In any disaster, the local government is the first-line response team. Clearly, NO's mayor failed miserably at that duty. He attempted to place blame, but I think in the long-term he'll be held to account for his failures.

(SHOULD the National Hurricane Director have a good night's sleep anyway the night before a level 5 hurricane is to hit the US?)

I think people have to realize just WHAT a mayor is responsible for before they take the job just for cushy perks. Like flight attendants: they are not just coffee servers. They are trained to deal with terrorists, and they have to empty a full plane of people from every corner of the world in two minutes' flat. A mayor is literally responsible for all the people and property in his domain. The buck stops with him.

Structures cannot be saved from nature, only humans. Granted, the levees over many years could have been built up to corps of engineer standards (as it is along the river), at the cost of many billions, which would have prevented flooding this time, but nothing will save the structures from a head on Cat 5. Nothing.

The mayor's failure to deploy the 3-400 schoolbuses that were available to help evacuate the needy will come back to haunt him. In my opinion, this was criminal negligence. How many people died because of this negligence?

Exactly.

Had the bus evacuation begun how many might have looked at a yellow caravan led by a patrol car with lights flashing and the message being put forth on the loudspeakers and thought "Hey, maybe there's something to this. Let's go"? A visible sign that the authorities considered this a serious situation could well have swayed many to board.

I lived in the Netherlands for a brief time, so I don't really accept that. The Dutch take water management very seriously, and as such, have had great success in preventing this kind of disaster. I certainly believe the Army Corps of Engineers, drawing on the Dutch experience, can build structures to at least minimise the impact of a Cat 5.

Remember, the Army Corps of Engineers built the Panama Canal. It's time for them to reach into that tradition and astound the world again.

Yes I saw and heard that also, I wondered if it was intentional or not.

Steve Harrigan just interviewed a 65-year old man who is sitting on the overpass, who said "They've got idiots running this city."

When Harrigan repeated his words he misquoted him by saying "They got idiots running this thing."

There should be a congressional investigation of where the FEMA and Homeland Security funds given to New Orleans went. Just telling people to hike to the Superdome, with no water, food or cots inside, was NOT an emergency preparedness plan. Someone got the money and we need to find out who.
