There have been many, many opportunities to grab high value targets.
Many of the opportunities have come to naught because of stovepiping between commands and very slow reaction times of leaders, who despite being unavailable when things get sporty, still insist on retaining authority -- in a word, micromanagers.
Micromanagers are legion in the Agency and in the military -- which still don't share information.

Richard Clarke, Clintons senior counter-terrorism adviser, has written in his memoirs: When word came through that we had a contemporaneous sighting from our informants, the counter-terrorism security group met immediately by secure video conference.

Ohhhh, my, that couldn't be the brilliant counter-terrorist Richard Clarke who tipped off the UAE princes, prompting Bin Laden to boogie away..... b...bbbb....but Richard Clarke told us he and Bill Clinton were the most brilliant, super-competent terror-fighters of all time!!! This article must be full of falsehoods, because we all know that Richard Clarke, Sandy Burglar, Janet Reno, and Bill Clinton fought terrorism better than can be imagined.

I might be mistaken. I think this drone was originally meant to be unarmed. Hellfires were later added onto them. Does someone know for sure?
